Council approval. This was established many years ago, and is now occasionally not <br />sufficient for a month. It is requested that the amount be increased to $10,000. <br />An amendment will be proposed at the regula~ meeting. <br /> <br />Councilman williams requested that the list of bills furnished Councilmen at the <br />regular meetings contain more detaileq information. Bicycle Riding, Prohibition .in Mall Area -An ordinance will be prepared which would <br />2/17/71 prohibit riding of bicycles in the mall area, and would allow them only if they were <br />dismounted. There have been some problems with riding on the grass, and using some <br />of the equipment for jumps. <br /> <br />In answer to Mr. McDonald, the Manager said bicycles are allowed on sidewalks in the <br />City, except in the Central Business District. Oregon Student Public Interest Research Group - Miss Kathy Sullivan, Miss Alice Rodman, <br />2/17/71 and Miss Gretchen Laue appeared to tell Councilmen about OSPIRG. <br /> <br />Miss Sullivan, student at the University of Oregon, outlined the purposes and objectives <br />of the OSPIRG group. She said Mr. Ralph Nader was the originator of the idea, and that <br />it had very good support among the students of the University. Fun9s to support the project <br />would come from an increase in student fees, and those not interested could receive a <br />refund. The purpose of the g~oup is to provide students an opportunity for study experiences <br />outside the classroom. <br /> <br />I <br /> <br />;r <br /> <br />Alice Rodman explained that one of the major goals of the group is to provide research <br />information to units of government which cannot otherwise gather this information. <br /> <br />Maymr Anderson felt the organization could aid the Council to maintain communication <br />with students on campus. <br /> <br />e <br /> <br />Councilmen asked for an outline of the goals and purposes of the organization. <br /> <br />M. <br />2/17/71 <br /> <br />Mr. McDonald moved seconded by Mr. Mohr that the Council endorse the basic concept of <br />the program, and extend an open hand to help the group. Motion carried. approve <br />See Page 12 for discussion of this item. <br /> <br />Appeal, PACT Action forDevelopment- The Planning, Commission granted preliminary approval <br />for a planned unit development to PACT Action for Development for a low rent housing <br />project at the southwest corner of 25th and Chambers. Three appeals have been received, <br />and it is necessary for the Council to set a date for public hearing. <br /> <br />.I <br /> <br />The Planning Department has supplied the Council with a document compiling all data from <br />previous meetings. Mrs. Smith, representative for PACT has indicated that they would favor <br />an early hearing date. The appellants feel they need additional time to obtain supple- <br />mentary information. <br /> <br />Mrs. Everett Smith explained that an FHA commitment will expire March 10, and that they <br />will need to ask for an extension. If a formal hearing date is set as soon as possible, <br />FHA may look more favorably on the request. <br /> <br />I <br /> <br />Councilman Mohr did not feel the appellants had a valid argument, since there are only <br />two standards upon which an appeal may be made, and neither of these would provide for <br />additional information.
