<br />Mrs. Beal was concerned with authorizing emporary appointment of Judges, and felt this was a
<br />prerogative of the Council. Mrs. Campbell pointed out that this had been on a committee agenda
<br />when Mrs. Beal was out of town, and that the Council had given preliminary approval, after discussion.
<br />This was an emergency measure to relieve a backlog of jury cases.
<br />
