Oregon Cities, file <br /> <br />Article in Register Guard re: Trespass Statute - Mr, Mohr brought to the attention of <br />the Council, for the recordl an article in the Register Guard which indicated that the <br />State Legis+ature was deliberating enact~ent of a new criminal code (including provisions <br />dealing with trespassing)1 and that the State Attorney General had stated it was his <br />contention that the criminal code review "wi1l give the state adequate power to deal <br />with most situations of this nature." Mr, Mohr felt this was significant after the Council'S: <br />deliberations onaproposed tresP9ss ordinance. file ' <br /> <br />Citizen Complaints, Noise on South Willamette Street - Mr, Mohr indicated that he and <br />other members of the Council had been solicited by a number of residents who complained <br />about the noise on South Willamette Street. He felt this was an increasingly difficult <br />problem; and that the Council might take some initiative to solve the situation. The <br />City Manager indicated that the City was well aware of the situation, but had not as <br />yet found an acceptable solution. file <br /> <br />Bicycle Racks on Edge of Mall <br />on the periphery of the Ma1l~ <br />be placed as soon as they are <br /> <br />- Mr. Mohr ~sked the City Manager about the bicycle racks <br />City Manager indicated that they were on order and would <br />received. file <br /> <br />Bicycle Program, Portlands Plans - Mrs. Campbell brought to the Council attention an <br />article in the Oregonian dealing wi th the d ty of Portland's problems and plans for a <br />bi cycling program in whi ch Eugene's program was, mentioned. fi Ie <br /> <br />Property Damage, South Wil1amette Street - Mr. Teague indicated his concern for'residents <br />of South Willamette Street whose property had been damaged because motori~ts were <br />speeding in a 25 mph zone and their vehicles jumped ~he curbs causing damage. The <br />City Manager indicated his staff would ~ake appropriate action. file <br /> <br />Request for Copy of Budget Message - Mrs. Campbell stated that <br />Eymann had indi cated a desire for a copfJyof the Ci ty Mana'ger' s <br />felt this was an example of his interest in local problems and <br />cooperation between state and local government. <br /> <br />Representative Richard <br />Budget Message and she <br />desire for increased <br /> <br />file <br /> <br />ASUO Student Representative - Mr. Ed Freeman, representative from the Associated Students, <br />University of Oregon, was introduced. He will receive copies of Council agendas and <br />minutes and attend all meetings of the Council in the future. file <br /> <br />School District Budget CommitteeRequest for Support - Mr. Fred Manela, School District <br />No.4, stated he was authorized by the Budget Committee to requestC;ou!!.cij" support for <br />the 1971-72 School District No. 4 budget and to consider a proposal for integrating the <br />school and city bus systems to provide better service at a lower cost to both agencies. <br />He also suggested that the Ci ty Council support the establishment 'of a local government <br />Ombudsman position. <br /> <br />Mr. Fred Dyer of the Mass Transit Authority indicated he had discussed the <br />Mr. Manela and had done some investigation of such programs in other parts <br />west, but there are still many facets to consider before a formal proposal <br />He also indicated there were many proposals before the legislature dealing <br />for mass transit. <br /> <br />proposal with <br />of the North.. <br />is possible. <br />wi th funding <br />file <br /> <br />Flood Insurance - City Manager indicated that several citizens had expressed an interest <br />in obtaining city eligibility for flood insurance protection, A copy of a resolution <br />adopted by the city of Springfield and Lane County .adopting flood insurance certification <br />for Springfield residents 'was given to Council members ~ After some discussion, it was ~i <br />determined that the Council did not have enough information to act upon such a proposal !i <br />at the present time. Members were concerned as to actual need and benefits of such insuranc~ <br />for local residents, and therefore asked that staff prepare a more detailed explanation of :1 <br />need and coverage of such insurance, file Ii <br />Ii <br /> <br />z. <br /> <br />Planning Commission Recommendation, Eugene-Springfield Mass Transit Study Report - City <br />Manager stated that the Planni~g Commission had recommended approval of this report with <br />three qualifications. Since there was some discussion of the actual content and <br />meaning of the report, it was decided to include it on the next agenda for public hearing. <br />file <br />Wild Deer, South Wi1lamette - Councilwoman Campbell reported that Mrs. Harry Plaistad, <br />650 West 35th Place, had contacted her regarding a problem caused by deer eating her <br />garden vegetables and flowers, She has complained to the game warden with no results, <br />and felt since this area was newly annexed, something might be done by the City. <br /> <br />;; <br />:1 <br />" <br />, <br /> <br />Mayor Anderson explained that this problem has been before the Council previously, and <br />at present there seems to be no answer for it, He rliferred' the matter to staff to explore <br />file <br />any possibili ties for relief.
