Budget-Election Hearing - The budget committee has submitted a budget proposal which <br />makes it necessary to ailimit the amount in excess of the 6% limitation to the voters. <br />The earliest date an election could be set would be May 20. Staff recommends that <br />an election be called for May 20 and that the budget required hearing be set for <br />Monday, May' 2Q.. <br /> <br />Mr. Teague moved seconded~by Mr. Mohr that an election to exceed the 6% limitation <br />be held on May 20, and that the resolution referred by the Council (Page 1 of these <br />minutes) be'included on that ballot. Motion carried. <br /> <br />Mr. Teague moved seconded by Mr. Mohr that the budget hearing be held on Monday, <br />May 24. <br /> <br />In answer to Councilwoman Campbe~ Manager said the hearing process is on the total <br />budget. These are two different matters. There would be no conflict between holding <br />the hearing and possible subsequent elections. <br /> <br />Vote taken on motion as stated. All Councilmen vbted aye. <br /> <br />C; Segregation of Assessment ' <br />1. William Dills, Mahalo Drive <br />2. Fe1r~iN. Miller, Barger Drive <br /> <br />Mr. Teague moved seconded by Mr. Mohr that requests for segregation be approved. <br />Rollcall vote. All councilmen present voting aye, the motion carried. <br /> <br />D. Request for Business License for Motor Vehicle Wrecker (Zoning matter still pending) <br />Approved by Police Department <br /> <br />Mr. Teague moved seconded by Mr. Mohr that the license be approved. Motion carried. <br /> <br />E. Appeal from Planning Commission Decision, PUD Fairfax North <br />Planning Commission approved a Planned Unit Development on Willamette Street in the <br />vicinity of Monroe Junior High School. An appeal has been filed and public hearing <br />should be set. <br /> <br />Teague-Mohr moved set public hearing on appeal regarding Fairfax North for May 10, <br />1971. <br /> <br />Mrs. Campbell was concerned that the recent supreme court-ruling would have any <br />affect on this matter. City Attorney explained that the decision had nothing to do <br />with this particular item. He explained the zoning ordinance provision for appeal <br />and that interested parties had appealed the Planning Commission decisimto the <br />Council. <br /> <br />Vote taken on motion as stated. Motion carried. <br /> <br />F. Petition for Paving, Sanitary and Storm Sewer, 1st Add. Royal Ann Park - 100% <br /> <br />Mr. Teague moved seconded by Mr. Mohr that the petition be approved. Motion carried. <br /> <br />G. EWEB vacation of power easement - At its noon meeting,.~Eugene"Water and Electric Board <br />adppted a resolution which submitted to the City CounciT"a. ~~solution authorizing <br />execution of a quit claim deed to eliminate a power easement in Acorn Gardens between <br />Lots 5 and 6, which is no longer required by EWEB. There is somewhat of an emergency, <br />since the subdivider needs the easement to proceed with financing. <br /> <br />Mr. Teague moved seconded by Mr. Mohr to authorize execution of a quit claim deed <br />between EWEB and the city of Eugene. Motion carried. <br /> <br />ORDINANCES <br /> <br />COUNCIL BILL NO. 9401 (See Page 4ti.of these minutes) - Rezone to R-2SR property located <br />on the east side of Bailey Hill Road between 11th Avenue and 18th Avenue with site review procedure <br />was submitted, and no councilman present requesting that it be read in full, was read the first <br />time by council bill number only. <br /> <br />Mr. Teague moved seconded by Mr. Mohr that the bill be read the second time by council bill number <br />only; with unanimous consent of the Council. Motion carried unanimously and the bill was read the <br />second time by council bill number only. <br /> <br />Mr. Teague moved seconded by Mr. Mohr ,that the bill be approwed and given final passage. Rollcall <br />vote.
