Controlled Income and Rent Housing Densities - Article 26, Section 26.05, <br />Conditional Use Permit Criteria for Controlled Income and Rent Housing (b) <br />Allowance of increased density. <br /> <br />Delete proposed paragraph and substitute the .fo11owihg: <br /> <br />"The Planning Commission may increase the density allowed in the RA and R-l <br />zoning districts to 75% of the allowable density for an R-2 PD. Such an <br />increase is not automatic and the actual extent of the increase will take <br />into account size of the units, nature of the occupants (elderly vs. families) <br />and the consequent demands on public transportation, the road network, schools <br />and recreation facilities. No minimum site area will be required for Controlled <br />Income and Rent Housing under Planned Unit Development regulations." <br /> <br />The Planning ComTIrission concurred with the Council proposal that it initiate <br />studies that will have the goal of establishing geographic boundaries within <br />which a minimum and maximum' number of controlled income and rent housing units <br />will be stipulated and overall district densities established. The district- <br />ing proposal that is expected to emerge from such studies should preferably <br />deal in ranges of population density, rather than unit densities; (eg. a count~: <br />by bedrooms that would be a step in this direction, bearing in mind that <br />actual occupancy can never be enforced except in CIR's). In addition, the <br />COmnUssion agrees that it should initiate studies to determine dispersal policies <br />to further define the dispersal policies spelled out in the Community Goals <br />and housing policy documents of the City. <br /> <br />Mrs. Niven commented with regard to the second paragraph that this will be <br />brought to the Joint Housing COmnUttee at its next meeting to get input <br />to find reasonable ways to define neighborhoods, etc. <br /> <br />Councilman Mohr felt the reference to minimum size PD's should be deleted, <br />and that the PD ordinance should be amended in this manner instead. Mrs. <br />Niven explained that this would cause mechanical difficulties. The Commission <br />felt more study was required before removing it from the PD section entirely. <br /> <br />Planning Director explained that this amendment would provide a further <br />refinement for a special area. Further study to arri ve at specifics is <br />needed before amending the overall section. <br /> <br />Councilman Mohr said his initial reaction was that this amendment would <br />create a poor-people's zone for the city. <br /> <br />Planning Director explained the requirements of the PUD and that they would <br />be too stringent in some cases for smaller developments. <br /> <br />Councilman Williams moved that the last two lines of the amendment be <br />deleted, and that the ordinance be considered. <br /> <br />Mrs. Niven felt that there was a possibility the Commission would be challenged <br />on the four acre minimum, and this point should be made clear by deletion of <br />the reference to the four acres. <br /> <br />There was discussion about Mrs. Niven's suggestion and possible further <br />amendment. <br /> <br />Mr. williams stated that his motion stood as originally stated, and Mr. <br />Gribskov seconded. Vote taken on motion. Motion carried. <br /> <br />Mr. Ed Adkins requested that he be allowed to review plans concerning a <br />proposed low rent housing development. He was informed that these may be <br />reviewed in the Planning offi ce. <br /> <br />COUNCIL BILL NO. 9352 - Amendment to zoning ordinance setting criteria for controlled income <br />and rent housing was submitted and read the first'.'time April 12 ~ 1971 and tabled for> Planning <br />Commission amendment. Planning Commission has amended the bill and it is brought back for second <br />reading at this time. <br /> <br />Mr. Williams moved seconded by Mr. Mohr that the bill be read the second time by council bill <br />number only, and that enactment be consi'dered at this time. Motion carried unanimously and the <br />bill was read the second time by council bill number only. <br /> <br />Mr. Williams moved seconded by Mr. Mohr that the bill be approved and given final passage. Rollcall <br />vote. All councilmen present voting aye, the bill was declared passed and numbered 16212. <br /> <br />IV. Items to be considered with one motion after discussion of individual items, if requested. <br />Items were previously discussed at committee meetings of April 28 and May 5, with the <br />exception of the last three items. <br /> <br />A. <br />4/28/71 <br /> <br />Council By-Laws, Amendment - Councilman Mohr requested that an item be placed on an <br />early agenda to establish a procedure for considering Council resolutions. He suggested <br />that, for certain matters, the title could be changed to "Memorial."
