He felt a clarification of pres- <br />entation of resolutions was certainly in order. Approve <br /> <br />Neighborhood Meetihgsto Sell Budget - Mr, Teague said the Mayor had contacted <br />him regarding a suggestion for neighborhood meetings, and that he felt this would <br />be an excellent way to get voter support. <br /> <br />I <br />I <br /> <br />There was discussion of how individual Councilmen could conduct neighborhood meetings, <br />and whether the press would be able to attend each one or whether they should be <br />consolidated, since the purpose was pJ.blici ty. Since it was the consensus that <br />meetings in individual neighborhoods would generally be poorly attended, it was <br />suggested that a centrai meeting be held, attended by all councilmen. There was some <br />concern that this might detract from the feeling of the Councilmen going to the voter. <br />It was suggested that the City might hold an open house for one night, and that <br />citizens be invited to inspect city facilities, and to meet and discuss problems <br />with councilmen and staff. <br /> <br />After discussion, Councilman Teague said that, since Council reaction had appeared to <br />be favorable, if administration would make the plans, the Council would cooperate. In order to meet the goal of 12,000 <br />contacts, it will be necessary for each councilman to provide five callers. She <br />explai~ed that detailed instructions will be provided each caller, and that it would <br />take approximately one hour. for each caller .to complete his list. Affirm <br /> <br />E. <br /> <br />Establishment of Policy re: Neighborhood Groups - Mr. Mohr said an agenda item had <br />brought to mind many questions concerning the role to be played by neighborhood <br />advisory groups in the planning process for the city. He was not sure how they <br />were to be initiated; how the money budgeted for staff assistance had been or was to <br />be expended; what constituted a neighborhood advisory group; or what their duties <br />were. He requested a staff report on rules and procedures for establishing and <br />sanctioning a neighborhood advisory planning group. <br /> <br />Manager agreed that these were\valid questions. He explained that the purpose of <br />funds in the budget was to enable staff backup to get answers to such questions, <br />to deternline how important the neighborhood planning effort should be and how it <br />should fit in with the existing organizational and decision-making structure. <br /> <br />Mrs. Niven, planning Commission member, said this question had been discussed at <br />Planning Commission' meetings and there had been one conclusion that there must be <br />some defini tion of a neighborhood; This will relate s~mewhat to the study of <br />density. It will be necessary to have a method to deternline what constitutes a <br />neighborhood committee. <br /> <br />Dave Hunt, ERA, said this had been one of the major problems with model cities <br />programs across the nation. <br /> <br />Affirm <br /> <br />Request for Amendment, Glue Sniffing Ordinance - Cou~cilman McDonald has <br />received several inquiries about restiictions on sale of airplane glue. He <br />had contacted the city Attorney's office to ascertain what restrictions were <br />provided in the ordinance. The City Attorney said an amendment would be drawn up <br />to prohibit sales of airplane glue to minors without written permission from parents. <br />This will be brought to a later meeting. File <br /> <br />G. <br /> <br />Noise Problem; South Willamette - Councilman Mohr commented that the report submitted <br />on the Willamette Street Noise Problem was an excellent report, even though it was <br />not complete. The Manager said this was an interim report and staff will return <br />with proposed solutions and suggestions for control. File <br /> <br />H. <br /> <br />Leave of Absence - Councilwoman Campbell <br />It was determined that the length of her <br />a formal leave. <br /> <br />asked for rules concerning leave of absence. I <br />absence would not be sufficient to require <br />File <br /> <br />I. Dog Control on Campus - Councilman williams has been receiving complaints about <br />unrestrained dogs and lack of control by the Dog Control Officer in the area <br />surrounding the Uni versi ty.
