He questioned why they had not waited. <br /> <br />Patrick Shipse asked if the Council approved of harrassmenton the streets, and requested that they <br />use their authority to prevent future occurrences. <br /> <br />Councilman Mohr pointed out that the Council has moved toward issuance of citations in lieu of <br />arrest, and has supported the concept of getting the city out of the jail business. <br /> <br />In answer to charges of unprovoked police action and possible recourse, City Manager said anyone <br />who felt he had been improperly treated was requested to come into his office and let him know the <br />details. He would do his best to find the facts, both from the complainants point of view and that <br />of the officer. <br /> <br />Patrick Shipse discussed the events of previous days in light of the tense situati~ and suggested <br />that councilmen think about the war and its effect on society. He felt everyone was part of one <br />big humanity and that basically differ~nces ~hich.polarlzed society were all in peoples heads. <br />People could get toget:her if they worked hard on it for along time. <br /> <br />. . . ' <br />Ulysses Cheng ~ 362 1/2 East 13th, was concerned that' the city did not at:tempt to work with the <br />students. He was upset that the administrations of city and university had met and had not included <br />a student representative. He also objected to other law epforcement agencies being called in when <br />there are large demonstrations.
