Vacations, Recommended approval <br /> The following council bills were submitted, and no councilman requesting that they be <br /> read in full, were read the first time by council bill number only. <br />e COUNCIL BILL NO. 9500 - Vacating a portion of Firland Boulevard west of.Agate <br /> (Formerly Spring Boulevard) 16300 <br /> COUNCIL BILL NO. 9501 - Vacating a portion of West 13th Avenue between Acorn <br /> Park West and Buck Street 16 301 <br />I Mrs. Beal moved seconded by Mr. Williams that C.B. 9500 and 9501 be read the second time by council <br /> bill number only, with unanimous consent of the Council and that enactmenfu be considered at this <br /> time. Motion carried unanimously and the bill was read the second time by council bill number only. <br /> Mrs. Beal moved seconded by Mr. Williams that C.B. 9500 and 9501 be approved and given final <br /> passage. Roll call vote. All councilmen voting aye, the bills were declared passed and numbered <br /> 16300 and 16301. <br /> E. Annexation Recommended - West side Bertelsen Road between 11th and 18th - Howard Nelson <br /> 3.5 acres. <br /> Res. No.: 1969 - Initiating minor boundary change for annexation of area on the west side <br /> of Bertelsen Road between 11th Avenue and 18th Avenue was submitted. <br /> Mrs. Beal moved seconded by Mr. Williams that the resolution be adopted. <br /> Manager explained that the Planning Commission had suggested t0at Mr. Nelson be granted <br /> permission to hook up his sewer, with the provision that, if the Boundary Commission does <br /> not grant the annexation, the hook-up will be disconnected. <br /> Mr. Williams asked that a diagram showing this location be shown on the screen. The map <br /> was shown. <br /> Vote taken on motmon as stated. Motion carried. <br />I F. Bid, opened ,by Parks Department, September 13, 1971 <br /> Laurelwood Golf Course Irrigation - Award of alternate recommended. <br /> One bidder - Ramsey Waite Company, Alternate bid - $62,895.00 <br /> Office Estimate $65,000.00 <br />e Other bids were solicited through newspaper ads and direct contacts with firms in Portland. <br /> At least three other firms considered submitting bids, one of which completed prequali- <br /> fication procedures. Alternate components were approved in an attempt to encourage out <br /> of town contractors dealing with other wholesalers to submit bids. <br /> -We feel that the irrigation work should proceed as soon as possible. The course <br /> is shut down and torn up now with sewer sonstruction and it would be most desirable <br /> to get this work done now before reseeding next spring. Staff recommends awarding <br /> contract to Ramsey Waite Company. <br /> CTIty Manager said it appears Ramsey Waite Company is the only local company able to compete I <br /> for this kind of work. <br /> Mr. Willlliams moved seconded by Mrs. Campbell that the bid be awarded to Ramsey Waite <br /> Company for $62,895.00. <br />J Councilman McDonald asked if this amount WqS budgeted. Manager said a portion was in <br /> last year's budget and was carried over to this year. He explained that the irrigation <br /> system was essential to increased use of the golf course, and that, if the area was <br /> converted to park use, the system would still be usable. <br /> In answer to Councilman Hershner, Mr. Smith explained that there would be some areas not <br /> irrigated in connection with the golf course, but that taps would be provided for future <br /> expansion. <br />- Rollcall vote taken on motion.
