Mayor Anderson agreed this should be done. <br /> Councilwoman Bea1 was concerned that the trees bordering Brewer Avenue would <br /> be destroyed when the street was widened, and asked if the developer could be <br /> caused to replace these trees. She was assured the property owner would be <br /> approached with a suggested tree program and advised of assistance the city can :: <br /> gi venwi th tree planting. <br /> (Comments made at the meeting of October. 11, 1971) The paving of Brewer Lane <br /> was discussed by the Planning Commission at its noon-m~eting, and it was. its <br /> recommendation that the project not proceed until sufficient right of way <br /> e was secured to allow installation of sidewalks, whether now or at some future <br /> date. There is a question of how the right of way wwll be secured from two <br /> lots unwilling to sign the petition. Council can approve the petition, which <br /> would allow Public Works Department to proceed with design and a: public <br /> hearing would then be called on bids. <br /> Mr. George Marx, spokesman for the project, said that this proposal sounded .: <br /> I reasonable. <br /> : <br /> Councilwoman Campbell asked what the reaction had been to the suggestion that , <br /> " <br /> Boise-Cascade carry the entire expense. The Manager said there had been no <br /> commitment at this time. Three alternatives were proposed, and none has been <br /> designated. Some decisi'on will have to be made before the contract can be let. Approve <br /> , <br /> 3,. Paving Alley between 6.th and 7th, Tyler to Van Buren - 60% <br /> Council looked at this alley on tour. There are some sing1elJo!fami1y residences <br /> abutting the area, but the property is all zoned to allow apartment construction. <br /> Mr. Williams moved seconded by Mr. Gribskov to accept this petition. <br /> Mrs. Campbell felt the apartment houses would benefit the most from this <br /> improvement, and that they should bear the cost. This could work a real <br /> haraship on elderly who had owned the property for many years and did not <br /> really need or want the improvement. <br /> Mayor Anderson pointed out that hhis matter is discussed with almost every <br /> peti ti on for alley improvement, and that it has been pointed out that, even though <br /> it is not used, such alley improvement enhances the value of the property. When <br /> it is sold, the cost can be returned. <br /> Mrs. Campbell still felt there should be some way it could be p condition of <br /> I the building permit that the apartment owner bear the cost of. the improvement. <br /> Vote taken on the motion as states. Motion carried. <br /> 4. Paving Alley between 5th and 6th, Tyler to Van Buren - 50% <br /> Council also toured this alley, and found that one side was entirely apartments, <br /> while the other had nothing but residences. <br /> e Mrs. Beal moved seconded by Mr. Gribskov to reject the petition. Establishment of Uniform Bicycle Code - The Citizen's Advisory Comauttee for Trans- <br /> 9/29/71 portation Planning of L-COG, at a recent meeting, adopted a planning program to <br /> establish a uniform bicycle code for the Eugene-Springfield urban area. L-COG <br /> has requested support of this worthwhile project. 'I <br /> Mrs. Bea1 moved seconded by Mr. Williams that the Council support the Citizen's <br /> Advisory Committee program to establish a uniform bicycle code for the Eugene- <br /> Springfield area. <br /> Councilwoman Campbell felt people who did not drive cars should have some education <br /> about vehicle laws, and that there shoiilld be education of school children. i. <br /> Mr. Drape1a pointed out that Police and Sheriff Department personnel have a program <br /> I of visiting schools, presenting a program of bicycle safety, and circulating <br /> educational material to school children. <br /> Vote taken on motion. Motion carried. Approve <br /> H. Designation of Voting and Alternate Delegates at NW Convention - Councilman Teague <br /> 9/29/71 suggested that Mayor Anserson appoint voting and non-voting delegates to the NLC <br /> convention. It was pointed out that the NLC office has-requested notice of dele- <br /> e gates no later than October 15. <br /> Mr. Williams moved seconded by Mr. Mohr to authorize the Mayor to name voting <br /> delegates to the convention. -Motion carried. <br /> 10/11/71 - 5 ..01 <br />
