<br />M. Budget Committee Orientation Tour - Concern has been expressed in the past by budget
<br />committee members over lack of orientation 'to physical and operational facilities and '
<br />: departmental activities. Since Wednesday is normally reserved for Council meetings
<br />I ' ,
<br />and tours, it was suggested that uncommitted Wednesdays might be used for such orienta-
<br />tion by Council and Budget Committee members. If councilmen wished, the hour before
<br />meetings could also be used for unstructured discussion of items to be before the
<br />Council, in light of Councilwoman Bea1's earlier comments.

<br />Councilwoman Beal requested that, whenever possible, the facilities to be visited not ~
<br />be alerted of the Council's coming. Manager felt this might be possible, with the
<br />exception of the jail, which must be prepared for groups.
<br />
<br />Mayor Ariderson felt the Council should make such inspections at least once every two
<br />years.

<br />Councilman Williams wondered if it would be possible for budget commi ttee members to
<br />take part, since for them it would be only a one-hour session each Wednesday.

<br />Mayor Anderson requested staff to make an initial attempt to assess the value of such ':
<br />tours. He suggested that the group assemble at the facility to be toured, rather than
<br />at city hall, and that this might save considerable time.
<br />
<br />Mrs~ Beal asked that consideration be given to the article in Nations Cities, regarding
<br />input from citizens as to what their budget priorities were. Such a technique might' _ I'
<br />serve to get the budget passed.
