<br /> I! the Ci ty Council to report on the program and answer questions. I

<br /> Ii Mr. Craig Robinson said that the District is awaiting approval of a federal grant and
<br /> !i that 22 new buses will be ordered when it is received. He explained the stages set
<br /> " out for the District and said that Stage I, improvements in service and repair of
<br /> I ~
<br /> I: old equipment, had been completed. Stage II, purchase of new equipment, will be
<br /> il implemented as soon as the federal grant is received. Stage III is the planning I
<br /> ,- "

<br /> i: stage, and will be started as soon as Stage II has been completed.

<br /> Ii Fred Dyer outlined improvements that have been made since organization of the Mass
<br /> Ii Transi t District, and said that they have concentrated on personnel, driver competence
<br /> 11 and safety, since they have been unable to purchase new equipment.
<br /> Mrs. Campbell suggested that a representative of the Mass Transit District would be

<br /> I: very helpful at any public hearing having to do wi th transi t. Mr. Robinson agreed, e

<br /> I: and said that at Stage III he felt they could provide input into such discussions.

<br /> Ii At the present time they are trying to meet existing transportation needs of the
<br /> communi ty .

<br /> I: Councilmen had many questions about changes in routes, marking of stops and shel ters.

<br /> Ii Mr. Dyer said many of these things will come about when they have received a federal
<br /> I'
<br /> II grant. I

<br /> Ii Mr. Robinson discussed financing of the local system and said rrost of the options gi ven

<br /> II by the State Legislature for financing were impractical.
<br /> Ii In answer to Mr. Mohr, Mr. Robinson said the State Legislature had enacted legisla-

<br /> tion intended to correct this problem, but last minute changes made it impossible I

<br /> Ii There was further discussion about the autorrobile, and ways to encourage use of
<br /> Ii Mass Transit.
<br /> I' In answer to Mrs. Campbell, Mr. Dyer said service has been increased to LCC, rather

<br /> Ii than discontinued, and that there must have been some mis.understanding in corrununica-
<br /> ii ti ons .

<br /> r Mayor Anderson corrunented that he and the Manager had met wi th a member of theDepart-
<br /> II ment of Transportation in Washington, D. C. who had worked on the application for new
<br /> I' bus es . Mayor Anderson commented on some of the transit innovations being used in the
<br /> I ~ East, and said this mode of transportation ~pu~9_~e.impractical for a town the size of

<br /> I Eugene. The Department of Transportation is searching for new types of travel for
<br /> It cities in the middle population category, but at present, there is no satisfactory

<br /> Ii Mayor Anderson said he felt financing mass transi t would be a problem, unless some

<br /> !: means is devised to utilize transportation taxes charged throughout the country. File

<br /> Ii P. New Revenue Tax - Lane County released news o~ a County Income Tax of which Council
<br /> Ii 11/17/71 had not been aware. Manager explained the proposed tax, and how it would affect the
<br /> Ii City. He explained that a comnrrttee composed of County Comnrrssioners, Mayors and :1
<br /> 'I staff, had met several times to work on this proposal. Manager felt at this point the 'I

<br /> Council should have the report and make specific proposals for use of the funds. Ii
