Appro.ve <br /> ! <br /> E. ~greement, County, City and University for Underpass - Authorization of this agreement <br /> -11/17/71 would permit construction of a pedestrian-bicycle underpass of Southern Pacific tracks <br /> at the south end of the Willamette River pedestrian bridge. It would COrrmllt the city <br /> to expendi ture of 1/3 of the 40% to be raised at the local level. <br /> Mrs. Campbell was concerned about safety in the tunnel, and asked about installation <br /> of a police call system. Manager said this could be done, but the tunnel is short <br /> and will be well lighted. <br /> Mr. Gribskov moved seconded by Mr. McDonald to approve the agreement. Motion carried. Approve <br /> F. Assessment Segregations' <br /> 11/17/71 1. George Wingard, sewer on Bertelsen Road - To segregate, $483.68 <br /> 2. Walter P. Hardin, sewer on Dakota Street - To segregate, $ 30 7 . 71 Approve <br /> e G. Implementation of City Code - Pierre Van Rysselberghe submitted a report concerning <br /> 11/17/71 implementation of city law as it applies to the code. City staff has not had sufficient <br /> time to evaluate the report, and needs more information from Mr. Van RY{jse1berghe <br /> before submitting it to Council. Mr. Van Rysselberghe reported on this work at the <br /> League of Oregon Cities meeting wi th the result that some of the information was made <br /> public before the Council had an opportunity to study it. <br /> I Councilman Mohr suggested that the Criminal Review COrrmll ttee review the report and <br /> offer comments before it is brought to the Council. This was felt to be a good <br /> suggestion and will be implemented. Affirm <br /> H. Request to Give Presentation Regarding Amchitka - Councilwoman Bea1 asked to allow <br /> 11/3/71 Miss Joan Eggleston to explain to the Council plans of a student group to join the <br /> governments of Japan, Canada and the State of Oregon to protest the tests at Amchitka. <br /> Mayor Anderson explained Council policy regarding requests of this nature, and that <br /> they are usually held until the regular business has been completed. <br /> Mr. McDonald moved seconded by Mrs. Campbell that Miss Eggleston be allowed to make <br /> her presentation at this ti me . All voted aye except Mr. Williams , who voted no. <br /> Miss Joan Eggleston, University of Oregon student, exp1ained'p1ans for the day and <br /> evening, and that small groups would maintain a vi gi1 until the time for the test <br /> had expired. She requested Councilmen and other persons to come to the University <br /> to hear talks given by knowledgeable people concerning the dangers of the tests and <br /> reasons this p..anned test should not .be carried out. League of Oregon Cities Meeting - Mayor Anderson announced that Councilman Tom Williams <br /> 11/17/71 had been nominated and elected to the Board of the League of Oregon Cities for a <br /> three-year term. File <br /> I J. Lutheran Laymen Low Cost Housing - Councilman Teague commented that he had attended <br /> : 11/17/71 the opening of a Lutheran Laymen Low Cost Housing Project, which he urged Councilmen <br /> to visi t. The project already has enough applicants to fill another like it. <br /> Mayor Anderson commented that the Ci ty has made an effort to promote low income <br /> housing, and that this project is the realization of a working non-profit group. File <br /> e K. National League of Cities - Councilman McDonald said that Mayor Anderson had been <br /> 11/17/71 nominated as a voting delegate of the National League of Cities and the Oregon <br /> delegation hoped he would find it possible to attend. File <br /> L. Addition to. By-Laws of Conflict of Interest Standards - 'Councilman Mohr said the ci ty <br /> 11/17/71 of Portland is considering adoption of conflict of interest standards, and he fe1 t <br /> this might be worth investigating for addi tion to the by-laws for the Council of the <br /> ci ty of Eugene., <br /> Mayor Anderson said the Council had worked on this matter three years ago, and <br /> suggested that Councilman Mohr peruse the files for information gathered at that <br /> time, and perhaps report to Council. <br /> Councilman Williams pointed out that the City Charter provides that Councilmen shall <br /> not act on any items in which they have an interest, but the wording is quite broad. File <br /> I M. Planning COrrmllssion Hearing, I-]26 - City Manager reported on the Planning COrrmllssion <br /> 11/17/71 hearing on the proposed Highway 126 extension, and said that it had adjourned to <br /> Thursday, November 18 at 7:30 p.m. in the Counci 1 Chambers. File <br /> N. Recertification of City's Workable Program - Mayor Anderson reported that he had <br /> 11/17/71 met wi th Russ Dawson of the Portland HUD office and discussed the recertification <br /> of the City's Workable Program.
