Room Tax Allocation Conmrittee Recommendations - In a letter to Councilmen the Room Tax <br /> ,. <br /> i Allocation made the following recommendations for allocation of funds: <br /> I. 1. To the Eugene Symphony Association as financial support toward their budget <br /> :! of $30,000, recommended allocation, $5,000. <br /> ;! <br /> ~ ; 2. To Lane County Auditorium Association an allocation of $7900. The recommendation <br /> I <br /> , <br /> is for 1/2 the amount requested to cover the cost of an economic study for the <br /> Eugene area, as it pertains to their project, which is a pre-requisite study in <br /> their efforts to obtain a considerabd:e sum of money from federal funds toward <br /> , financial assistance in payment of their construction program. The conmri ttee <br /> concluded that this expenditure should be matched equally by LCAA's own funds, <br /> in this particular instance. <br /> 3. To the University of Oregon toward budget of annual Workshop and Festival of <br /> Vocal-Instrumental Music to be sponsored jointly by the University and the <br /> local community, $2,000. e <br /> ,. 4. To Uni versi ty of Oregon taNard budget of annual Festi val of Arts to be held <br /> early next year, $1,000. <br /> II <br /> !, Total funds recommended by the Comrrrrttee at this time, $15,900. <br /> , <br /> :. <br /> Councilwoman Campbell had several concerns and asked for clarification of the amount allo- <br /> cated to the Eugene Chamber of Commerce previously. She felt there was a discrepancy I <br /> between the authorization and the amount funded. <br /> Mr. McDonald expressed concern that the allocation to the Eugene SY0phony Association was <br /> not sufficient. He suggested a review might be in order, and some guidelines drawn up <br /> to gi ve the conmri ttJee direction. <br /> Mayor Anderson felt this was a good suggestion. He felt some direction might be given <br /> to the overall procedures of the Room Tax Allocation Comrrrrttee. This is a relatively <br /> new tax, which was ~tended to support certain activities, in particular, the Audi tori um <br /> facili ty. It might be well for the Council to review the procedures at a later date. <br /> :i Camcilman Mohr questioned the allocation of funds to the LC'AA for a financial feasibil- <br /> .. i ty study, and thought there might be a possibili ty of challenge to expendi ture of funds <br /> ;1 <br /> ,I for bond issue campaign purposes. <br /> :1 <br /> I, <br /> il City Manager explained that input from the study is necessary to qualify for federal <br /> funds, and that the information will also be available for campaign purposes. <br /> I: <br /> ,,~. - ~ . _.:. ... I <br /> Mayor Anderson'~aid,hewas sure this was possible, if such a request was made to the <br /> comrrrr ttee. <br /> Councilman Mohr suggested that the Symphony, if it anticipated a budget deficit, reques t <br /> more funds now, rather than'wait to make a supplementary request. <br /> " Mayor Anderson felt it should be possible for groups to make supplementary requests, but <br /> he di d not feel the Council should be put in a position of oontinually convering defi ci ts. e <br /> He recommended that the Council pass the present recommendations of the comrrrrttee, and <br /> that the Symphony Board apply for additional funds when this is' felt necessary. <br /> Mr. Gribskov moved seconded by Mr. Williams to accept the recommendations of the Room <br /> Tax Allocation Conmri ttee in the amounts outlined above. Motion carried. <br /> " Manager suggested that the Council has had sufficient experience with the allocation <br /> process that a set of standards and policy might be developed which could be made available <br /> to applicaDus so they could determine whether their programs fit within the scope of the <br /> policy, and they 'would have some guidelines how to proceed. <br /> Mayor Anderson asked that this suggestion be included in the communication to the Room <br /> Tax Conmrittee. Council will be glad to provide any assistance needed. Approve <br /> I D. Abatement, Unsafe Dwelling, 411 East 3rd - A report from the Building Superintendent I <br /> regarding the condition of this dwelling was previously circulated to Councilmen. The <br /> memo outlined hazardous conditions, and that the building had created considerable nuisance <br /> and had been the cause of many complaints from residents of the neighborhood. <br /> I <br /> i City Manager said two Councilmen had viewed the site, and had felt the house next door <br /> was in even worse condition. They requested a check of this house by the Building Dept. <br /> Mr. Williams moved seconded by Mr. Gribskov that a public hearing be called regarding <br /> abatement of the dwelling located at 411 East 3rd.
