<br /> suggested that the specIfic items proposed in the Plap,njngCommission recommendation be
<br /> revi ewed . Commission concerns referred to the Council at its meeting of November 22
<br /> were:
<br /> 1. That alternative routes for the freeway between the River Road inter-
<br /> change and Washington-Jefferson Streets be considered and that at
<br /> I least three alternate routes be included in the Environmental Impact
<br /> Study.
<br /> a) That important consideration be gi ven to selection of these
<br /> , , routings to nlininlize the impact of the routings on the Willamette
<br /> River
<br /> b) That consideration not be linlited solely to altepnatives that tie
<br /> in with the proposed Skinner's Butte Freeway; and 1
<br /> c) That consideration be given to alternative routes in light of their
<br /> effect upon the supply of low cost housing and small businesses,
<br /> since these experience financial difficulty in relocation.
<br /> 2. That hearings on E-SATS be started with the intent that accepted procedures
<br /> be established for initiation and analysis of any proposed E-SATS route
<br /> prior to reconsideration of the proposed Highway 126, but not with the
<br /> purpose of approving or disapproving any specific route or collection of
<br /> routes.
<br /> 3. That a local multidisciplinary team be appointed by the Mayor and City Council
<br /> to study the alternative routes and make recommendations to the Oregon
<br /> State Highway Division on the concerns to be incorporated in the Environ-
<br /> mental Impact Study and to make recmmmendations to the Planning Commission
<br /> 'I and City Council on the final Environmental Impact Study, in light of the city of
<br /> II Eugene's Community Goals and Policies. This commi ttee should be engaged in the
<br /> ,I Environmental Impact Study to the fullest extent possible and should represent
<br /> "

<br /> I Mr. Howard Bonnett, Planning Commission member, commented on the make-up of the committee
<br /> recommended by the Planning Commission to make recommendations to the Oregon State

<br /> " After some discussion concerning the..B-SATS Plan and its relation to the 1990 Plan, Mr.
<br /> Williams moved seconded by Mr. Mohr that, regarding Items la, lb and lc, the Ci ty Council
<br /> instruct the City Manager to draft a letter to the State Highway commission voicing
<br /> 1 the concerns raised by the Planning Commission after public hearings, and expressing
<br /> "
<br /> i the Council's desire that these considerations be included in the on-coming review
<br /> ,
<br /> process; and further, that the State Highway Commission advise the Council, as soon
<br /> as possible, of their ability to include these considerations in that review procedure.
<br /> I In answer to Mrs. Campbell, Mr. ,Williams said he had exitluded Items 2 and 3 because

<br /> was important for them to know that these were considerations on the local level.
