Mayor Anderson said this might be possible.
Vt. Items Not Previously Heard
High Level Street Lights at 14th from Patterson to High - City Manager requested councilmen to e
d~i.ve to this area and observe the effect of the present street lighting system. EWEB had
installed veryhhigh level street lights which gave very good lighting in the area at night.
These were installed on a test basis, and a poll made of residents of the area. Th e survey
indicated a positive reaction to the lights. After Council has toured the area, EWEB will
be requested to turn the lights on again so that Council can see the contrast, and if
Council wishes, cost estimates can be prepared of these lights against standard lighting.
ORDINANCES I"
Ordinances have been prepared to adopt the latest uniform codes for electrical, mechanical, housing
and building. The one involving building codes includes adoption of a new supplemental building
code concerned with single and two family residential dwellings. These have been brought without
previous consideration as the result of information that the City's workable program cannot be
recertified unless the codes are updated. If this were to happen, further funds would be unavailable
for urban renewal projects and other programs. The codes have been dis cussed with staff ,and because
of the urgency of a recertified workable program, staff has worked diligently to get the ordinances
ready for consideration at this meeting. Amendments, if required, can be made at a later date.
In answer to Mr. Mohr, Manager explained that the ordinance regarding electrical code would update
the code to include the national code with no local amendments. He explained that staff had requested
guidelines from the federal agency sometime ago, but had only recently received a response. It
was determined at that time that codes could no longer be accepted with local amendments.
Councilman Teague asked if there were any substantial changes in any of the other ordinances.
Building Superintendent said they' were updated but the electrical industry was aware of the changes
and that changes in the model code are made available to the industry.
I Mrs. Beal asked how much these changes would raise the cost of housing. Mr. Mortier responded that,
;,
"
in his opin~on, any cost change would be lower.
Councilm~m_WillL3.ms pointed, out that the city had been given no option by the Federal Government I
regarding-ao-optionof the national codes so that the workable program may be recertified.
~':
COUNCIL BILL NO. 9544 -Concerning electrical installations and amending the Eugene Code,
1971 was submitted, and no councilman present requesting that it be read in full, was read the
first time by council bill number only.
Mr. Teague moved seconded by Mr. Mohr that the bill be read the second time by council bill number
i: only with unanimous consent of the Council, .and tl:1at enactment be considered at this time.
