He hoped the Council would keep this in mind <br /> when they were pressed to alter the sign ordinance. File <br /> Mr. Teague moved seconded by Mr. Mohr that the items listed above, except Item G, <br /> be approved, withdrawn or filed. Rollcall vote. All councilmen present voting aye <br /> the motion carried. <br /> V. Item for Rediscussion <br /> Portions of Planning Commission Recommendation (Items 1 and 2 and Item G from above) <br /> Manager read portions of the Committee minutes and commented that Council had agreed that staff <br /> might reword the motion so that it might be better understood. After further staff discussion, <br /> it was decided that Paragraph 2 stated quite well what the Planning Commission had in mind. <br /> Therefore, all three recommendations of the Planning Commission report could be considered <br /> at one time. <br /> e Mr. Teague moved seconded by Mr. Mohr to adopt the recommendations of the Planning Commission. <br /> Councilman Mohr said he had r.equested the City Attorney to prepare a statement on the kinds <br /> of information required by the State Bureau of Roads in the impact studies. He felt this <br /> might be useful in framing the membership of the Council Committee to provide input into <br /> the study. He felt if the Council directed the committee to do a study, they should be informed <br /> I what the requirements would be. <br /> Mayor Anderson felt the point was well taken and directed staff to submit such a study to <br /> the Council and Planning Commission prior to its recommendation as to the type disciplines it <br /> wanted to have represented on this team. <br /> There was Council discussion as to the conduct of the environmental study, and what length <br /> of time it might take. In answer to Councilwoman Beal, Mayor Anderson said the Council could <br /> direct the Planning Commission to suggest membership toobe part of the inter-disciplinary <br /> team. He thought it might be well for the Council to set up a procedure to advise the team <br /> what it might be expected to do. <br /> In answer to Mr. Williams question regarding the Planning Commission recommendation, Manager <br /> said adoption of the recommendation would be a Council action, and it could reconsider at <br /> a later time, if itoeemed'appropriate. <br /> Mrs. Campbell said it was her understanding hearings on the E-SATS plan would provide <br /> input for considering the 1990 Plan. City Manager agreed and said this was now his under- <br /> standing of the recommendation. A procedure will be set up so that it will be understood <br /> what individual projects must go through at the local level before receiving local blessing. <br /> Some Councilmen still felt there was confusion about Item 2, and Mayor Anderson suggested <br /> it be reworded to get the intent of the Planning Commission that a hearing be held establishimg <br /> procedures to consider any proposed E-SATS route. Through this the Council would accept <br /> I the Planning Commission recommendation to set up a procedure for taking public' input on the <br /> routes E-SATS suggests. <br /> Councilman Williams wondered if it might be well to establish a specific time framework. <br /> Mayor Anderson said it was the Planning Commission intent th~procedures be established <br /> ': before final consideration of Highway 126. <br /> Mrs. Campbell felt the wording might be clarified if the word "review" was inserted in the <br /> e sentence. <br /> There was further discussion of the E-SATS Plan and its connection with the 1990 Plan. <br /> Mr. Teague moved seconded by Mr. Mohr that Section 2 of the Planning Commission recommendation <br /> be amended to read: "City Council establish procedures fo,r initiation and analysis of any <br /> proposed E-SATS route . . . ." including the remainder of the paragraph. <br /> Councilman Williams felt Mrs. Campbell's suggestion for addition of the word "review" <br /> made sense. Mayor Anderson did not agree, saying the Council would not be reviewing <br /> projects or something already completed. The E-SATS Plan merely suggests routes to be <br /> considered. The actual mode of transportation will have to be decided. <br /> Mr. Williams felt the word review would be more logical and the Mayor suggested that routes could <br /> be modes. <br /> " ! <br /> I I Mrs. Campbell felt perhpas the word "mode" should be included in the motion. <br /> Mayor Anderson was in agreement, and suggested an amended wording "Any m6de of transportation <br /> " on any proposed E-SATS route...... " <br /> City Manager felt the motion said what the Planning Commission had intended, but perhaps the <br /> word "consideration" might broaden the mean[pg;:,and still retain what the Planning Commission <br /> had in mind. <br /> e Mayor Anderson read the sentence with this wording: "Council establish procedures for <br /> 12/13/71 - 8 <br /> .... <br />
