Other lighting will be added as required. The parking lots are <br /> temporary facilities. <br /> Mr. Williams asked whether the number of lights per pole could be reduced, and what the <br /> impact would be on the light level. If more light was required in the future, coul<f. <br /> additiQnal lights be added? Traffic Engineer said the number had been reduced, and that <br /> additional lights could be added. He could not answer what the cost factor would be. <br /> Mrs. Campbell said she had become convin'ced more light was pretty important. She person- <br /> ally favored the idea of less light in the downtown, but could see the importance of e <br /> the high level lights on the periphery. <br /> Mr. Teague moved seconded by Mr. Mohr to accept the recommendation of the administration <br /> and approve Plan No. 1 for high level lights. Zone Change Not Recommended <br /> a) Howard Gibsonr, northeast corner 40th and Donald, R-l to C-l <br /> Mr. Howard Gibson had requested this rezoning to allow a small grocery store <br /> on the corner. Planning Commission had not felt rezoning would be proper. <br /> I Mr. Howard Gibson, Junction City, asked to appeal the Planning Commission rec- <br /> commendation. He said the property was no longer usable as residential, since <br /> there were service stations and other commercial outlets in the area. He <br /> explained plans for the building and that it would be screened from other <br /> residences in the area. He said they had no intention to use the property <br /> for other than a Dari-Mart store. <br /> Phyllis Early, 3945 Mill Street, said requests had been made since 1968 to <br /> rezone this ]T'operty. Residents of the neighborhood felt there,was plenty <br /> of commercial property in the area and that similar lots across the street have I <br /> recently been developed with duplexes. <br /> " Mrs. Betty Niven said the Planning Commission was not happy about large commercial <br /> ,I <br /> areas in single ownership, but the present trend is to such establishments. <br /> The Planning Commission had not felt commercial zoning would be compatible <br /> " with surrounding residential uses. <br /> Mr. Mohr felt Mr. Gibson I s case had been well argued, and reminded the Council <br /> that he had requested a brief from the city attorney regarding city authority e <br /> with respect to zone changes. <br /> Mr. Teague moved seconded by Mr. Mohr to uphold the Planning Commission recommen- <br /> dation and deny the appeal of Mr. Gibson. He <br /> said his neighbor had failed to receive notification in sufficient time, and was not sure <br /> he could afford the improvement at this time. Council agreed at that meeting to hold <br /> over to give the property owner an opportunity to appear. <br /> Public Works Director said there were three bidders on the project, with the low bid by <br /> Fred StUbbert in the amount of $4,859.64.
