He now <br /> felt he was financially unable to go ahead with the project, and asked for postponement <br /> until some time in the future. <br /> Bob Saxton, 638 Van Buren, said he was unaware of this petition and appreciated the <br /> opportunity to appear. He said this project would hurt him at the present time, and <br /> he did not feel in a position to bancroft until he was sure of the nations economic <br /> policy. <br /> Manager explained that, if the project is tabled, it will have to be rebid at a future <br /> time. <br /> Mr. Teague moved seconded by Mr. Mohr that this item be tabled. Motion carried. <br /> D. Abatement of Dangerous Building <br />e The building for which abatement is requested is located at 411 East 3rd Avenue. Notice <br /> :: has been sent to the property owner that this building should be considered for abatement <br /> I' <br /> " because it is considered aangerous to the public. Manager read a letter from the Building <br /> " <br /> Superintendent which outlined the condition of the building and why it was considered <br /> dangerous. <br /> Mr. Charles Potterf, 420 East 3rd, said he is right across the street from this building <br />I it and has been very concerned about its condition. He passed pictures of the building <br /> to the Council, which demonstrated its condition, and said that these were formerly <br /> wonderful buildings, but had been allowed to deteriorate terribly. He felt they should <br /> definitely be torn down. <br /> Andy Anderson, owner of the Bavarian, agreed with Mr. Potterf, and said the buildings <br /> had been a constant problem to the neighborhood. <br /> For Council action on Res. 1991 see Page 8 of these minutes. <br /> 1 ~ <br /> II. L-COG Restructuring, Adopt Agreement - Copies of a memorandum from County Commissioner <br /> l2/l5/710mlid and the proposed L-COG Charter and Agreement were previously circulated to <br /> Counciilimen. The memorandum outlined proposed changes in L-COG to accommodate county- <br /> wide membership. <br /> Councilman discussed wi th Mayor Anderson, Council representative to L-COG' the suggested <br /> dual voting system. <br /> :1 Mr. Williams moved seconded by Mr. Gribskov that the City Council adopt the agreement. <br /> " Motion carried. Annexation Approval, Zellner Property - Located on the north bank of the Willamette <br /> River, just west of Coburg Road, subsequent to development. 5 Acres. <br /> This is the proposed si te for the new Thunderbird Motel on the Willamette Ri ver. <br /> It is suggested, that the Boundary Board be reques ted to annex 'property wi th the <br /> condition that the annexation occur after the area has been developed. Rezoning <br />e has been approved, with certain conditions, and this conditional annexation would <br /> gi ve the ci ty the benefi t from the tax base. <br /> I' Mr. Williams moved seconded by Mr. Gribskov to forward this request to the Boundary <br /> COnmllssion with the recommendation that annexation be completed after completion <br /> of the project. Motion carried. Approve <br /> 2. Vacations <br /> a. Public utility easements in Pine Ridge Estates <br /> b. Unnamed street between Willamette and Donald, south of Coachman <br /> Councilmen received maps designating location of these requests. <br /> Mr. Williams moved seconded by Mr. Gribskov to call a public hearing regarding the <br /> vacations outlined above. Motion carried. Approve <br /> ,. <br />I C. p'aying Petition - Bailey Hill Road from 18th to 700' south of Warren Avenue and <br /> 12/22/71 Warren Avenue to 1035' south of Bailey Hill - 80% for 17% against 3% no response. <br /> If the school district is counted in the petition there are 80% in favor and 17% <br /> opposed.
