He did not feel such a tax would be equitable in terms of property <br />benefit services. In the last sentence of the last paragraph he questioned <br />whether the proposed capital improvements were in fact "long delayed," and felt <br />it mi gh t be better to omi t those words. <br /> <br />Councilmen discussed these suggestions, and upon voting, decided the memorandum <br />should remain as written. <br /> <br />1/5/72 <br />Approve <br />endorsing <br /> <br />MrsJi Beal moved. seconded by Mrs. Campbell that the Council adopt the statement <br />the l~% income tax as proposed by Lane County. Appeal from Planned., Unit Development, Sunshine Acres, Larry Cooley - At its <br />December 7 meeting the Planning cOnmUssion approved a Planned Unit Development <br />for Larry Cooley on land lying north of Harlow Road and east of Sunshine Acres <br />Dri ve. This approval has been appealed by an affected property owner. A hearing <br />should be called for January 24. <br /> <br />12/29/71 <br />Approve <br />24 to hear <br />Motion <br /> <br />Mr. Williams moved seconded by Mr. Gribskov to call a public hearing January <br />the appeal to the Planning COmaUssion decision in the above mentioned item. <br />carried. <br /> <br />I <br /> <br />D. South Willamette, Portland Avenue Traffic - A petition was received from residents <br />of the area of Portland Avenue and 30th Avenue requesting that Portland Avenue be <br />closed at 30th only on weekend evenings. After a thorough study of the proposal, <br />staff found it could not justify the cost of such a plan or the hazard which would <br />be created by such a changing situation. Staff recommended permanent barricading <br />at this location for a trial period of four to six weeks. This would.be a dif- <br />ferent plan than the original suggestion for a diagonal diverter. Motion carried. <br /> <br />Mr. Harold Wald:, 2973 Portland Street, asked where the trial barricade is to be installed and said <br />he was satisfied with its location as explained by the City Manager. <br /> <br />Council President Teague recognized the presence of Mr. Otto C. Becker, 36W Bt 30th Avenue, in the <br />audience, saying Mr. Becker had worked diligently on the resolution of tpe traffic problem in the <br />South Willamette, Portland Street area, and thanked him for his efforts. <br /> <br />e <br /> <br />E. Abatements <br />~. 431 East'3rd Avenue <br />2. 631 West 11th Avenue <br />These abatements are recommended for public hearing. They are both at some stage <br />of demolishment, but work is not progressing satisfactorily. <br /> <br />1/5/72 <br />Approve <br /> <br />Mr. williams'moved seconded by Mr. Gribskbv to schedule a public hearing January 24 <br />for abatement of dwellings located at 431 East 3rd and 631 West 11th., Motion carried. <br /> <br />I <br /> <br />Councilman Williams questioned the publ~b hearing process and abatement pro- <br />cedure, and felt there were many buildings in the city in dangerous .condi tion. <br />Could Councilmen request abatement of buildings, even if the Building Depart- <br />ment did not consider them hazardous. City Manager explained the normal pro- <br />cedure of inspection of buildings considered in hazardous condi tion, and that <br />a report is made to the City Manager whether in the Building Department's <br />opinion the building is in a hazardous condition. He explained steps taken to <br />obtain conformance before requesting legal abatement. Council may take action <br />to abate buildings, even if that is not the recommendation of staff. <br /> <br />e <br /> <br />F. Nightwatchman Trailer Request, 460 North Danebo Road - The location meets cri- <br />teria and qualifications of the ordinance and has been inspected by the Build- <br />ing Department. Public hearing is required. <br /> <br />Mr. Williams moved seconded by Mr. Gribskov that a public hearing be called on this <br />matter January 24, 1972.
