Monthly Reports, Lane Regional Air Pollution Authority - The Air Pollution Authority has offered monthly reports to Council, si~ce a feeling has been ex- pressed that there has been some lack of communication. If desired, an oral report could be given Council once a month or on a quarterly basis. Mrs. Beal, chairman of the Regional Authority, said the request for closer liaison had originated with some of the smaller outlying communi ties. She did not feel that Eugene fel t any lack. Manager explai~edthat it was his understanding that, unless there were reports of special interest to the Council, this was not expected. Mr. Williams said he would have no objection tQ occasional oral reports ,from' the Regional Authority, but he felt that a great deal of Council time could be taken with such reports if they were on a regular basis. Mayor Anderson suggested that ,Council try a report at a comnd ttee-of-the-whole meeting, and if it prove's of benefi tit could be continued. Mrs. Beal informed Council of a Department of Environmental Qilali ty hearing to be held at the request of Lane Air Pollution Authority on January 7, 1972 at 8:00 p.m. at Harris Hall. 1/5/72 Affirm J. Report on Possibility of Incandescent Lighting in Mall Periphery - Councilman Williams asked the Manager to schedule at next Wednesday's comndttee-of-the-whole meeting a time to apprise Council whatnright be the opportunities to use in- candescent lighting for the area surrounding the mall. Mr. Williams did not neces- sarily wish to reconsider Council action on December 27, but if the information 12/29/71 was available, the Council might discuss reconsideration. File K. Eugene Voters for Peace - Councilmen received a request from t~e Eugene Voters for Peace to reaffirm the vote of the people asking for a total end to involve- ment in Southeast Asia by December 31, and asking release of our men held prisoners. " " Ii Ii II II Mayor Anderson said he had not personally reviewed the letter, but that the Council had expressed itself on this particular issue, and had expressed opinions on the issue from time to time. He felt individual expressions had much more meaning and were more successful than persistent resolutions by the City Council asking something the Council had already stated r~peatedly. Mrs. Beal said that if this was Council sentiment, she of Congress and the President to cease this slaughter, felt strongly about this issue would do the same. would personally urge members and she hoped others who 12/29/71 File L. Resignation, Mary Carder - City Manager announced that Mary Carder, who has been secretary to the City Manager for three years will be leaving shortly, and that she will be replaced by Donna Thatcher, who is coming out of retirement to fill the position she formerly held. 12/29/71 File M. Audience Request for Discussion of Eugene Voters for Peace (Item K) - Mr. Ray Ressler said he was Jim Weaver's assistant, and that the letter received by Councilmen ,was representative of members of the committee of the Eugene Voters for Peace. He asked Council to reconsider its action and draft a resolution to the President and Congress of the U.S. reaffirming the action of last May. No action was taken. 12/29/71 File N. Hearing on World Order and Peace - Councilwoman Campbell asked ,when the Council had comndtted itself to the hearing on World Order and Peace, and said she had received a communication concerning this matter from the Mayor's office. Mayor Anderson clarified that a subconmlittee of the International Co-operation Committee had appeared before the Council some time ago and received Council en- dorsement of the proposal from the World Without War Council, to invite members of the Senate Foreign Relations Comndttee to sit in on a public hearing. \\ Mr. Williams was a little disturbed about the use of City stationery and postage, and felt the Council should investigate a little further what it was endorsing. Manager explained that the Committee for International Co-operation is a Mayor's comndttee and has been given financial support of this kind.
