<br />or is not a proper site for a home for the aged, but the question would seem to be whether the
<br />area requested for annexation fits into the City's boundary. Heaaid at some future time the

<br />Councilman Hershner called attention to his refraining from participating,/ in the discussion and
<br />said he will abstain from voting because Mr. Green's attorney is a member of the same law firm
<br />of which Mr. Hershner is a member.,

<br />Vote was taken on the motion to recommend approval of the annexation. Motion carried,
<br />all councilmen present voting aye, except Mrs. Beal voting no, and Mr. Hershner abstaining.

<br />Councilman Mohr said if annexations are to be more carefully examined and services used as cri-
<br />teria, the Council should have a procedure and more definitive policy on annexations.
