<br />recommended the bids on that project be rejected and called at a later date with the hope
<br />of obtaining a favorable bid. It was noted a letter was received from Donald C. Frisbie,
<br />Lico Corporation, protesting construction of the Friendly Street sidewalk.

<br />Councilman Williams noted that Joel Goss was recommended for the public-at-large posi-
<br />tion on the Plumbing Board whereas he is a mechanical engineer. It was explained that
<br />the position can be filled by any citizen and that Mr. Goss is serving as a member from
<br />the public rather than as an engineer.

<br />Mr. Williams moved seconded by Mr. Mohr to approve the appointment of those recommended.

<br />Mr. McDonald asked whether the names of nominees could be given Council members prior
<br />to committee meetings at which they are announced. Mr. Mohr said his recollection of
<br />the procedure adopted was to announce recommendations at the Wednesday committee meet-
<br />ings which would allow consideration by Council members before formal action is taken
<br />at the following regular Council meeting.

<br />Mrs. Beal wondered whether nominations could be taken from Council members. Mayor
<br />Anderson said he would welcome any suggestions when vacancies are to be filled., In
<br />this instance, he said, the only new appointment'is to the Human Rights Commission.

<br />Mrs. Beal suggested that when new appointments are to be made requiring Council con-
<br />firmation, it might be possible to announce the vacancies at one Wednesday meeting to
<br />give Council members the opportunity to offer suggestions for the following Wednesday
<br />meeting.
