Uni t Development, Sunshine Acres, Larry Cooley - At its <br />December 7 meeting the Planning Commission approved a Planned Unit Development <br />for Larry Cooley on land lying north of Harlow Road and east of Sunshine Acres <br />Drive. South Willamette, Portland Avenue Traffic - A petition was received from residents <br />of the area of Portland Avenue and 30th Avenue requesting that Portland Avenue be <br />closed at 30th only on weekend evenings. After a thorough study of the proposal, <br />staff found it could not justify the cost of such a plan or the hazard which would <br />be created by such a changing situation. Staff recommended permanent barricading <br />at this location for a trial period of four to six weeks. This would be a dif- <br />ferent plan than the original suggestion for a diagonal di verter. A neighborhood <br />meeting would be held after the trial period so that reactions to the test could <br />be expressed. <br /> <br />Hr. Otto Becker expressed approval of this plan, and said that Cascade Hanor had with- <br />drawn its objections to this trial closure. <br /> <br />Mr. Gene Klink, representative of the Postoffice Department, said they objected <br />to closure of 30th Avenue at this point because it would create congestion on <br />29th from use of the Postoffice. They were interested, however, in a resolution <br />to the traffic problem. <br /> <br />Mr. Gribskov IlOved seconded by Hr. Hershner to approve the staff recommendation for a <br />trial barricade of Portland Avenue at its intersection with 30th Avenue. <br /> <br />Mr. Gribskov said he did not honestly feel this would solve the noise problem, <br />but he felt the Council had to continue trials of different proposals until <br />something was found which would be satisfactozy. Becker. 36 W st 30th Avenue. in the <br />audience, saying Mr. Becker had worked diligently on the resolution of th~ traffic problem in the <br />South Willamette. Motion carried. <br /> <br />~ <br /> <br />Councilman Willianrrl questioned the publJ..c hearing process and abatement pro- <br />cedure, and felt there were many buildings in the city in dangerous condition. <br />Could Councilmen request abatement of buildings, even if the Building Depart- I <br />ment did not consider them :hazardous. City Manager explained the normal pro- <br />~dure of inspection of buildings, considered in hazardous condi tion, and th.at <br />a report is made to the City Manager whether in the Building Department's <br />opinion the building is in a hazardous condition. He explained steps taken to <br />obtain conformance before requesting legal abatement. Council IMY' take action <br />to abate buildings, eVen if that is not the recommendation of staff. <br /> <br />F.
