Monthly Reports, Lane Regional Air Pollution Authority - The Air Pollution <br />Authority has offered monthly reports to Council, since a feeling has been ex- <br />pressed that there has been some lack of communication. If desired, an oral <br />report could be given Council once a nonth or on a quarterly basis. <br /> <br />i <br />I' <br /> <br />Mrs. Beal, chairman of the Regional Authority, said the request for closer liaison <br />had originated with some of the smaller outlying communities. She did not feel <br />that Eugene felt any lack. <br /> <br />Mrs. Campbell asked whether Co unci lmen who sat on various commi ttees were <br />expected to report. Manager explained that it was his understanding that, <br />unless there were reports of special interest to the Council, this was not expected. <br /> <br />Mr. Williams said he would have no objection to occasional oral reports from the <br />Regional Authori ty, but he fel t that a great deal of Council time could be taken <br />with such reports if they were on a regular basis. <br /> <br />Mayor Anderson suggested that Council try a report at a commi ttee-of-the-whole <br />meeting, and if it proves of benefit it could be continued. <br /> <br />Mrs. Beal informed Council of a Department of Environmental Quality hearing to <br />be held at the request of Lane Air Pollution Authority on January 7, 1972 at <br />8:00 p;m. at Harris Hall. <br /> <br />1/5/72 <br />Affirm <br /> <br />I <br />~ <br /> <br />J. Report on Possibility of Incandescent Lighting in Mall Periphery - Councilman <br />Williams asked the Manager to schedule at next Wednesday's comrndttee-of-the-whole <br />meeting a time to apprise Council what nrlght be the opportunities to use in- <br />candescent lighting for the area surrounding the mall. Mr. Williams did not neces- <br />sarily wish to reconsider Council action on December 27, but if the information 12/29/71 <br />was available, the Council nrlght discuss reconsideration. Eugene Voters for Peace - Councilmen received a request from the Eugene Voters <br />for Peace to reaffirm the vote of the people asking for a total end to involve- <br />ment in Southeast Asia by December 31, and asking release of our men.he1d prisoners. <br />Councilwoman Beal asked if Council wished to take action on the letter. <br /> <br />Mayor Anderson said he had not personally reviewed the letter, but that the <br />Council had expressed itself on this particular issue, and had expressed opinions <br />on the issue from time to time. He felt individual expressions had much nore <br />meaning and were more successful than persistent resolutions by the City Council <br />asking something the Council had already stated repeatedly. <br /> <br />Mrs. Bea1 said that if this was Council sentiment, she would personally urge members <br />of Congress and the President to cease this slaughter, and she hoped others who 12/29/71 <br />felt strongly about this issue would do the same. Resignation, Mary Carder - City Manager announced that Mary Carder, who has been <br />secretary to the City Manager for thre~ years will be leaving shortly, and that <br />she will be replaced by Donna Thatcher, who is conrlng out of retirement to fill <br />the position she formerly held. <br /> <br />12/29/71 <br />File <br /> <br />M. Audience Request for Discussion of Eugene Voters for Peace (Item K) - Mr. Ray <br />Ressler said he was Jim Weaver's assistant, and that the letter received by <br />Councilmen was representati ve of members of the commi ttee of the Eugene Voters for <br />Peace. He asked Council to reconsider its action and draft a resolution to the <br />President and Congress of the U.S. reaffirnrlng the action of last May. No action <br />was taken. 12/29/71 <br />File <br />N. Hearing on World Order and Peace - Councilwoman Campbell asked when the Council <br />had committed itself to the hearing on world Order and Peace, and said she had <br />received a communication concerning this matter from the Mayor's office. <br /> <br />Mayor Anderson clarified that a subconuni ttee of the International Co-operation <br />Committee had appeared before the Council some time ago and received Council en- <br />dorsement of the proposal from the World Wi thout War Council, to lnvi te members of <br />the Senate Foreign Relations Committee to sit in on a public hearing. <br /> <br />Mr. Williams was a little disturbed about the use of City stationery and postage, <br />and fel t the Council should investigate a li ttle further what it was endorsing. <br />Manager explained that the Committee for International Co-operation is a .Mayor's <br />committee and has been given financial support of this kind.
