<br />Mrs. Beal said the President has the right to know what the people of the United States
<br />are thinking. She said the 1971 vote in Eugene expressed that thinking and she feels
<br />that expression should be reiterated and again.forwarded to the President.

<br />Mrs. Beal moved seconded by Mr. Mohr that the Common Council of the pity of
<br />Eugene hereby reiterates the public policy of the city of Eugene as expressed
<br />by voters in May 20, 1971 vote, to wit: "We, the people of the city of Eugene,
<br />Oregon, hereby request the President and the Congress of the United States to
<br />begin immediately the total withdrawal of United States military forces and materiel
<br />from Southeast Asia and to complete such total witpdrawal no ,later than December 31,
<br />1971." That date being past we again respectfully request the President and the
<br />Congress of the United State? to effect the immediate and complete disengagement
<br />of American military forces in Southeast Asia, and set a date for effect thereof.

<br />Councilman Mohr wondered what effect this Council has on,matters outside its. province, when
<br />it represents'the people in taking care of City business.. He said the people should under-
<br />stand the Council is in an exceedingly difficult position - if vote is split, it would
<br />be difficult to make any effect.
<br />
<br />Councilman Bradshaw said the Council does have the responsibility in that the people did
<br />vote on this issue, and if this motion is passed it would in fact be carrying out what
<br />the people instructed the Council to do.

<br />Councilman Hershner said he hesitated in voting on this resolution since it is reiterat-
<br />ing an expression made several months ago, and conditions have changed in Viet Nam since
<br />that time which may have changed sentiments in this city. He said he finds it difficult
<br />to support the resolution in light of the current North Viet Nam aggression.
<br />
<br />Mrs. Campbell said'in view of the circumstances in forwarding the original vote last
<br />year, reiterating'that expression now would set it right.
<br />
<br />Councilman Teague said he feels it is an inopportune time because of the President's
<br />statements today calling for support. He cited several other governmental units which
<br />have not supported resolutions calling for withdrawal from Viet Nam, and. said the resolu-
<br />tions should not be considered at this time. Mrs. Beal said she feels it is a most
<br />opportune time to offer, this motion, that the U.,S. is at a most dangerous point of
<br />escalation of the war. She does not doubt that the r,resident feels h? is doing the
<br />wisest thing, but there is the duty to express to him the wishes of the people.
<br />Mrs. Campbell commented that the Council is the only place for the people to express
<br />themselves and the Council should forward that expression to Congressional representatives.

<br />Councilman Mohr asked if it is thought not a propitious time to support the merits of
<br />the resolutions whether it could be considered at a late~ time in a favorable light.
<br />Councilman Hershner said this item was scheduled WIth no time set aside for any other
<br />viewpoints, and he felt the Council would want to hear anyone who would want to speak
<br />on the other side of this Issue in support of the President before adopting the resolu-
<br />tion. Councilman Teague concurred and referred to previous action to hold action on a
<br />rezoning issue to give opposition an opportunity to be heard.

<br />Mr. Teague moved seconded by Mr. Williams to table the item. Motion carried,
<br />Councilmen McDonald, Teague, Williams, Hershner, and Mayor Anderson voting
<br />aye; Councilmen Mohr, Beal, Campbell, and Bradshaw voting .no.
<br />
<br />Mayor Anderson said he still supports the resolutions; t~at he feels the United States
<br />is embarking upon a dangerous course; but that it would be better to reflect on it and
<br />not act hastily. He said it may be that the Council would want to forward this resolu-
<br />tion, but not at this time, in view of the grave concern and in. the event, repprasing
<br />may be 4E;sired.

<br />Under the terms of the contract HUD agrees to allow the building used by Child
<br />Care, Inc., to remain to July 1, 1974, and the warehose used for Parks storage
<br />to July 1, 1973, and that final payments will be mad~ on the. grant.
<br />
<br />Resolution No. 2047 - Authorizing Amendatory Contract providing for extension of
