',' ; -c, <br /> <br />. <br /> <br />Stu Berge, General Development Corporation working on the Southridge project, ex- <br />pressed the opinion that the proposed plan is nothing more than a method to fore- <br />stall economic growth and development in the South Eugene hills until such time as the <br />City can confiscate the land for the purpose of an ill-conceived ridgeline park. <br />He said in no way does the 1990 Plan speak of the ridgeline area with regard to the <br />urban service boundary, and that not until the Southridge and Balsm developments <br />were proposed did the ridgelinepark come into being. He compared open space in <br />E~gene with the national average, and the minimum allowable open space in PUDs <br />with that proposed in the Southridge development. He said costs imposed on de- <br />velopers through density limitations are passed on to the customer, also that the <br />density limitation proposed is a violation of the 1990 Plan which stresses compact <br />growth. <br /> <br />Nils Hult, 2400 South Louis Lane, said his property was purchased in the south hills <br />five years ago with the feeling that development of the hillside areas would somehow <br />stop the proliferation of housing in the productive agricultural land. He agreed <br />deve~opments on the hillside areas should be planned and has no objection to density <br />limitations, but he is concerned about the proposed moratorium on any construction <br />'within 2000 feet of the ridgeline. He said it seems unreasonable to continue paying <br />taxes on property while awaiting a decision on how it is to be developed, and that <br />until the City is willing to meet the financial obligations they can't reasonably with- <br />hold application to annex and develop that type of property. If the City doesn't <br />want more housing, he feels it should be a matter of record so that people who think <br />they are supplying a need will not Be in limbo. <br /> <br />..-, <br />~..~ <br /> <br />.t. <br /> <br />Jopn'Breeden, 4072 Normandy Way, commented that there seems to be no real need for <br />,d~fferent density limitation for this area because there would be the same external <br />impact on traffic and schools here as in any other part of the City. He said the <br />PUD regulations would be workable for the ridgeline area with very few changes. <br />He commented on costs involved in building under PUD regulations should a limit <br /> <br />be imposed if plans are;~e'~~l;;p~~i on that limitation and later restricted to fewer <br />units. He asked that servlces be allowed to the rid~eline area and that no mora- <br />torium be declared on development there. <br /> <br />J- ____ <br /> <br />Wayne Johnson, developer, commented on development in Eugene prior to adoption of <br />the PUD regulations and the length of time it now takes to complete developments <br />under those regulations. For that reason he opposed the moratorium and other re- <br />strictions on development of property in the City. <br /> <br />Lottie Streisinger, Route 4, Box 311, said she believes the proposed plan does not <br />go far enough, that it deserves considerable thought and time to prevent destruction of <br />the area. She feels the density limitation should be less than six units per acre. <br /> <br />. <br /> <br />Councilman McDonald said he does not see where the ridgeline area will be hurt by the <br />proposed development, and that he does not favor the moratorium. Mrs. Campbell said <br />the 'two projects involved, Southridge and Balsm, will not be prohibited if they proceed <br />on the interim plan. <br /> <br />Manager noted that the two proj ects have pre-preliminary approval for PUDs, and if ,. <br />this density limitation and moratorium are adopted for one and a half years and if, <br />the proposed projects go ahead c. during that time, they will have to abide by the <br />six-units-per-acre limitation. ' <br /> <br />Mrs. Ca~pbell said the Council did take a position in adopting the 1990 Plan and that <br />she would like to see the urban service area defined in the south hills area. She <br />said people have demonstrated to this Council the desire to preserve this area, and <br />she would like to see the Council follow the Planning Commission recommendation and <br />accept the interim plan with a review in six months. She commented on the demand on <br />facilities in the South Willamette area now and the lack of funds to build new schools. <br /> <br />Mrs. Campbell moved seconded by Mrs. <br />development on property lying within <br />portion of the City. <br /> <br />Beal to adopt the interim plan to control <br />2000 feet of:the ridgeline in the southern <br /> <br />. <br /> <br />Councilman Mohr asked if the external impact taken into consideration when eight units <br />perac~e were allowed would still be important in consideration of the six-unit-per- <br />acre limitation.
