<br /> Manager reviewed OLCC report showing objections of neighbors in the vicinity of the
<br /> proposed Grogg Shop at-1677 Coburg Road and the- proposed Riviera Tavern at 99 River
<br /> Avenue. Other than contact made by the OLCC in its investigation, staff does not know
<br /> whether the objectors were aware the applications would be before the Council-_at this
<br /> meeting. Mayor Anderson suggested a public hearing to provide opportunity for both
<br /> the applicant and obj ectorsto express themselves. Manager noted there .was no reas.on
<br /> to recommend denial from, the standpoint, of fire, traffic, _building,', or police depart-
<br /> ments. OLCC ,under the-- new procedurEZ, was to inform people questioned on the' applica-
<br /> tion of the hearing date. It was originally scheduled for May 22, 1972 but 'the OLCC
<br /> reports were not completed at that time.
<br /> Councilman Bradshaw wondered what purpos,e a public !J.earing w01lld serve if the staff
<br /> has no reason to object and the' location does~not conflict with the zoning ,ordinance.
<br /> MCiyor Anderson said any -liquor license application for a newly establishe'd business
<br /> ~PE~iqat~on~should receive close scrutiny of the Council as well as opinions of people
<br /> in the neighborhood. Councilman McDonald wondered about the policy for objections, .'
<br /> whether those objecting are business people, property owners, or residents of the area,
<br /> - -
<br /> and asked whether-the P.olice have given a favorable recommendation on the Grogg Shop's ,"
<br /> application. Mayor Anderson reviewed past and present procedures- for handling these
<br /> applications, and noted that all applications - new, renewal, change of ownership,
<br /> greater privilege - are reviewed by the police department.
<br /> Mr. Mohr moved seconded by Mrs. Beal to recommend approval of all applica-
<br /> tions listed, except that of the Grogg Shop and the Riviera Tavern. Motion
<br /> carried unanimously.
<br /> It was understood public hearing woul'd be held at the June 26, 1972 Gouncil meeting and
<br /> that those listed as having been interviewed by the OLCC would be~notified of the hear-
<br /> ing date.
<br /> III - ORDINANCES
<br /> Council Bill No. 9711 - Creation of Downtown Development Board, was submitted for first read-
<br /> ing by council bill number and title only, there being no councilman present requesting it be I

<br /> Councilman Mohr felt kudos should be gl~ennthe'subcommittee (Councilmen Te~gue~'Be~l, and Hersh-
<br /> ner) which developed the ordinance establishing the Downtown Deveiopment Board. He said it .
<br /> broadened the scope and brought public interest in its makeup. Councilman Teague said there was
<br /> a good exchange of information a:nd ideas in the committee's meeting with members of the Downtown
<br /> Associat ion.
<br /> Mr. Mohr moved seconded by Mrs. Beal that the bill be read the second time by council bill number
