All councilmen present voting aye, the bill was declared passed and numbere 16531. <br /> <br /> <br />_._~--_._--.- <br />IV -_ REsoiuTioNSc~H-- ----~-~~---~-~ C~__~"_ -~~~~---~- __uH -~~~--~~~~~~----- <br />Resolution No. 2064 - Approving and endorsing Civic Center Design Plan of December 1972, <br />:,_ was cSufmi,!ted. <br /> <br />Manager reviewed the Planning Commission recommendations (see committee minutes June 7, <br />'1972 - Planning Commission report May 22/23, 1972). <br /> <br />Councilman Mohr said he would like to speak to the issue of difference between the language <br />of the resolution, particularly integration of the plaza concept, and that of the Planning <br />Commission recommendation. Manager said it is assumed that in accepting the Commission's <br />qualifications, the resolution, upon adoption, would be so modified. He suggested, in <br />order to clarify the action, that the Commission's stipulations could be made an attach- <br />ment to the resolution when it has been adopted. ~ <br /> <br />Mr. Mohr moved seconded by Mrs. Beal to adopt Resolution 2064. -7 <br /> <br />Otto Poticha, 1820 Kona Street, commented on the lack of public notice or opportunity for <br />publi c hearing and discussion of the Design Plan, especially in view of its size - <br />covering approximately nine square blocks. With regard to the language of the resolution, <br />Mr. Poticha noted it does not include the Planning Commission recommendations, and that <br />although the first part is very general, the second part spe~ifically commits the City to <br />the plaza concept as the design of the plan. He said the design plan clearly indicates <br />four square blocks for clustering of buildings for the various agencies so one would assume <br />that building of the plaza and allocation of open space implies that it is the nine-block <br />area rather than the four-blo,ck area. Mr., Poticha noted the Planning Commission recom- <br />mendations indicated the plan does not fit the 1990 Plan. He said the number of proposed <br />parking stalls does not show leadership in helping to generate and promote mass transit <br />facilities. He further questioned whether a plaza is desired in view of the open space <br />required. <br /> <br />Dan Herbert, 4450 Hilyard Street, said the statement in the Civic Center Design Plan <br />with regard to transportation is in direct contradiction of many findings and objectives <br />of the transportation section of the 1990 Plan. He said the Transit District has adopted <br />a set of goals directed toward taking care of people who are wihtout, and do not have <br />access to, auto transportation system. Also, to begin activities directed toward induc- ~ <br />ing people to use public transporration. He presented Council members with copies of - <br />proposed amendment to the resolution which would require environmental impact study on <br />the general concept and traffic provisions, and any future development of the Plan <br />must include specific provisions for alternatives. He feels his amendment will give a <br />more posi ti ve and affirmative stance on the issue. He added that the words "transporta- <br />tion facilities" should be used whenever reference is made to parking or off-street <br />parking. <br /> <br />111 <br />
