Maintenance needs would include street improvements, <br /> lighting, park land acquisition, fire stations and equipment; step-ahead needs <br /> were defined as low-income housing, auditorium, corrections facilities. The com-, <br /> mittee feels bond issues totaling about $17 million would be an acceptable amount <br /> ,to present to the voters in NO verober. They plan to meet immediately after this <br /> meeting to develop final recommendations for presentation to the Council. <br /> Councilman McDonald said he would prefer presenting the entire list of capital <br /> needs to the voters and let them decide the priorities. Mr. Mohr answered that <br /> the subcommittee was charged with evaluating items on the total list, then pre- <br /> senting those felt to have the highest priority on the ballot. Councilman Williams' <br /> said the Council as representatives are obligated to state what they feel the , Comm <br /> priorities are. Manager said unless the 8/16/72 <br /> ;Council wishes to take action the matter will be dropped. : File <br /> S.'Operating Procedures for Reduction of Motor Vehicle Emission During Air <br /> pollution Alerts - Procedures were worked out between staff and Lane Regional <br /> Air Pollution Authority staff and other public agencies for emergency situa- <br /> tions when motor vehicle emission problems create air quality hazards in the <br /> central business district. These procedures are recommended in compliance i <br /> with plan required by the Regional Authority, and will be reviewed by City I <br /> Attorney's office for implementation of legislation if it is necessary and <br /> if the Council wishes to put the plan into operation. <br /> Councilman Williams felt it would be illogical to stop traffic in other areas \ <br /> when the monitoring station located at 11th and willamette registers emergency <br /> I condi tion . Mrs. Beal replied that in emergency situations hazardous conditions <br /> ,would be areawide. The location of the moni toring station at 11 th and Willametts, <br /> I ,was considered ideal after investigation by both the EPA and DEQ. There fol- <br /> lowed considerable discussion on logic of "area" as it applies to traffic move- <br /> ment in warning, alert, and emergency situations. Public Works Director said <br /> . in review of the procedures by the Technical Policy Commctttee the same ques- <br /> tions were raised, and as a result an effort is being made to define better 1 <br /> ; boundaries. <br /> Mrs. Beal explained further the research which developed particulant standards <br /> I !for determining different stages of hazardous conditions and the Authority's <br /> 'reasons for asking for emergency procedures in ordinance form. Mrs. Niven <br /> ;suggested that supporting data from the DEQ on experiments conducted in the Comm <br /> :Los Angeles area might be helpful to the Council in its consideration of <br /> these procedures. He said he understands the Water Board is <br /> '.' 'a part of the City government and that he feels there should be an opportunity <br /> to present testimony on election of a Board member. <br /> i <br /> 'Councilman Hershner said it was his understanding the matter involved a legal <br /> question and he could see no point in discussing it.
