All councilmen present voting aye, the bill was declared passed and numbered 16688. 2 ,'Rezone from R-l to R-2 area on south s.ideof 12th between Grant and north/so~th alley between Grant and Hayes (Hurst) - Planning Commission reconunended approval of R-2 zoning as appropriate for the area. It is anticipated that RG zoning to the north will be phased out. A triplex development is proposed for the property which is now vacant. Planning Director, in answer to Mrs. Beal's question as to whether R-2 is better for the area than RG, said the Commission felt the R-2 zone would be in the best 'interests of the City because of its consistency with the 1990 General Plan and the desire to upgrade the housing in that area. 'In answer to Councilwoman Campbell's question as to amount of control the Com- mission has over location of parking areas for apartment houses, Planning Director said regulations adppted with the new zoning ordinance require setback for parking, area, and that unless property is developed under oondi tional use, si te review, or PUD, the parking can be located in front with the property setback. Prior to adoption of the new ordinance parking could be located to the property line. /. .Councilman Murray asked whether there has been a change with regard to R-l prop- :erties in the West Eugene area or whether this recommendation applies only to the jimmediate vicinity of this zone change request. Planning Director said they are jtrying to maintain single-family density and do not want to increase beyond an :R-2 density in that area.
