<br />difficult. Assistant Manager commented on the present community interest and
<br />: support through the Jaycee organization for the improvement whi ch raises the
<br />priority listing. He said the $5000 request would not have a significant impact
<br />: on the budget; it could be considered wi th the revenue sharing items, but revenue
<br />sharing monies cannot be used in applying for Federal matching funds.

<br />. Councilwoman Campbell suggested the Jaycees contact Professor Jette at the
<br />University of Oregon for access to plans a group of his students developed for
<br />the top of the Butte. Mr. Glass said those plans have been considered, and
<br />. other sources have been contacted for working out a sui table development. He
<br />said his comrnattee has been working on this proposal for several months and has
<br />,been gathering help and information from every possible source.

<br />:possible opportunity to meet requirements for Federal funding - historical value,
<br />:scenic qualit~', geological interest, location adjacent to the most heavily used
<br />park in Eugene with a Federal designated scenic trail.

<br />torium and revamping of open-space programs. Mrs. Beal remarked that it shouid \
<br />be understood that if appropriation of $5000 is made to match the Jaycees money l.
<br />,it would not be a comrnatment to a total sum of $50,000 to $60,000 for completion I
<br />of the project plus maintenance. Parks Director said the main thing is that the. .\
<br />old reservoir can be removed now with money pledged by the City and .Jaycees. }
<br />Every stage of development thereafter will have to be planned and brought ba,ck ::
<br />'to the Council for funding, so that the entire cost would be spread over several '1
<br />years. The initial work, he said, would cover investigation for a source of water, i

<br />soi 1 tests, gradi ng, etc., thereby 1 aying the groundwork for launching a develop- ,\
<br />'ment program. Mayor Anderson said the proposed phasing makes the project par-
<br />,ticularly attractive and that the present appropriation would not necessarily
<br />.constitue a substantial commitment. Removal of the reservoir in itself, he said,
<br />would be worthwhile, and the Council maintains control on future expendi tures

<br />Counc~lman Williams wondered whether a development plan should first be prepared
<br />then the $10,000 total Jaycee and City money used in applying for Federal funds
<br />to use toward the total project. Or for the Council to appropriate the $5000 so
<br />that work could start now but to plan on using it with the Jaycee money in apply-
<br />ing for Federal funds, thereby giving the possibility of having $20,000 for the
<br />project. Parks Director said he felt it would be better at this time to invest
<br />the $10,000 to get the work started. It would indicate to the Federal people that
<br />there is interest and that something is being done locally. Further, the initial
<br />work proposed will provide information on which to base decisions with regard to
<br />subsequent plans. The Butte is a basalt formation and there may be limitations
<br />which cannot be determined until initial work is completed. There is the advantage'
<br />too, he said, of good community support at this time. Time frames for application
<br />and receipt of Federal matching funds would delay the opportuni ty for as much as
<br />, six months. It was understood that every effort would be made to obtain matching
<br />I
<br />funds to further the development.

<br />; There was further discussion with regard to participation by various community
<br />organizations (Boy Scouts, American Legion, etc.), type of improvement contemplated
<br />(grass, trees, shrubs) to provide a passive park area for informal recreation,
<br />, construction of reservoir prior to use of re-enforcing steel, funds expended now
<br />: cannot be used to apply for matching funds.

<br />D. !Emergency CO Alert Plan - Copies of map were di-stributed to Council members showing
<br />,revision proposed for emergency alert plan, part of overall DEQ program for control
<br />of carbon monoxide emissions during emergency si tuations. The map indicated Stage 2,
<br />:the City's inner core, from which vehicular movement would be restricted at 30 ppm, l
<br />land Stage 3, an outer loop, in which vehicular movement would be restricted at 40 ppm.f

<br />Public Works Director explained that the areas outlined on the map conform to the
<br />street pattern which might be barricaded effectively should it be necessary. He said
<br />changes may be necessary, but the areas outlined would present a starting ,point for
<br />the plan. In answer to questions from Council members, he explained that 'the areas
<br />defined use arterials or major streets as boundaries to provide proper rerouting
<br />of traffic in implementation of the plan.
