<br />X. tTaxicab Service - Councilwoman Beal reported a call from Mrs. Aviva Sainz asking
<br />:when the Council would discuss taxicab service in Eugene. It was agreed the item
<br />would be scheduled for the March 28conmrittee-of-the-whole meeting and that notices
<br />would be given representatives of cab companies in both Eugene and Springfield,
<br />:as well as the public.

<br />Y.; Legislative Conference, League of Oregon Cities; Rescheduling of Council meeting, ,
<br />March 26 - Scheduled for March 25 and'26, 1973 in'Salem to provide opportunity for!
<br />: involvemeryt of city and county officials in legislative activities. Director of
<br />. the League of Oregon Cities has requested some of Council members to act as hosts
<br />to Lane County delegates. It was agreed to reschedule the regular Council meeting
<br />for Tuesday, March 27.

<br />z.- Alley Assessment Policy - Council members were previously furnished with copies of
<br />recommendation from subconmrittee for change in method of assessing for cost of alley
<br />improvements. That change is based upon weighted factors based on zoning districts.
<br />However, Counci lwoman Beal was not present at the s ubcommi ttee meeting at which the
<br />: final recommendation was reached and did not feel the policy change presented was
<br />what was :intended. Mrs. Beal asked that considEtration of the report be, delayed to
<br />. give her an opportunity to discuss it with staff. It was understood the subcommittee.
<br />~would be reconvened if necessary and the report resubmi tted to the Council at a
<br />later date.

<br />AA.Sculpture Symposium - Mrs. Hope Pressman requested time to ask for support of the
<br />projected monumental sculpture symposium to be held in Eugene in the summer of 1974. i
<br />'However, because of an emergency she was. called from the Ci ty, and she asked that I
<br />the item be rescheduled for March 28 committee discussion. It was 'understood it

<br />H.B.2375 - tion of Public utility Commissioner.
<br />
<br />. The legislation is a major issue in those communities where franchise agreements
<br />; are making substantialdemands on cable companies for publi c channels. It pro-
<br />vides that Public utility Commissioner would exert control as on power and
<br />1 telephone franchises. Councilman McDonald felt any television franchise arrange-
<br />;ment should be investigated by a Council committee. No position taken.
