<br />"Council consensus was that Manager has been delegated authority as the Council's
<br />, bargaining agent and would take care of those items considered bargainable. Also
<br />" that more information would be needed before determination could be reached on
<br />whether to appoint a subcommittee. It was understood Manager would bring a
<br />'written report to the Council after consultation with representatives of
<br />Local #851. Councilwoman Beal suggested inviting Local #851 to .sit in on the
<br />discussion when the report is returned.

<br />jOf the Council itself to make the requested recommendations. He felt it a waste
<br />: of time to have further discussion at the staff level, that direct communication

<br />X. 'Rezoning Issues, Fasano' Decision - Councilman Murray wondered how the decision
<br />'in the Fasano case would affect Council's position in acting on rezoning issues
<br />'in light of their being considered primarily judicial actions. Councilwoman
<br />'Campbell expressed concern about "discussion of issues with councilmen prior
<br />: to decisions" and said Council members would need to have interpretation of
<br />: that comment. Manager said the City Attorney had reviewed the matter with the
<br />I Planning Commission and no major changes are anticipated in their operation. I
<br />Attorney will be asked to look at it from the standpoint of the ,Council position. '

<br />r..'7lYt1i Avenue, County Widening - Councilwoman Campbell said she had received calls
<br />;referred from Lane County with regard to the County's widening 30th Avenue near
<br />,the City limits and wondered about the extent of the City's involvement in that
<br />project. It was ex~lain~d that 30th, although inside the City limits, is a
<br />County road from 'Un~vers~ty Street to the east. City is scheduling meetings
<br />wi th the County in an attempt to improve the 30th and Agate intersection as a
<br />part of the project; other than that the City is not involved in any way. It
<br />:was understood contact would be made with the County with regard to calls being
<br />: transferred.

<br />Z. Press Coverage, Council Meetings - Councilman McDonald eXPressed concern about
<br />a news item with regard to an informal meeting of the Council which was ref::rred
<br />to as "E(f!cret" because the press was not invited. He felt clarification was in i
<br />: order, and suggested that the Mayor appoint a subcommittee to review the Council' sl
<br />: bylaws to ensur~ provision for pr~ss attendance at all future meetings of Council I
<br />members. Counc~lwoma~ Beal expla~ned that COuncil members gathered for the pur- 1
<br />pose of frank d~scuss~on on procedures for better handling of the City's ,business.'

<br />: of the year at which time amendments to the bylaws may be made. Councilman

<br />: and there was no reason that they be excluded since the informal meetings are
