He briefl y,outlined the staff's posi tion on other issues raised, and" ,:-" A
" said staff would be ,quite willing to discuss the issues with the Fire Fighters "
' and bring back recommendations. In areas of disagreement, both sides could t
'present their recommendations for Council consideration.

Mayor Anderson commented on the need for definite separation of policy a~d bar-
gaining items, and said he felt it desirable for talks between staff and IAFF
, after which a joint statement could be brought to Council.
l

Councilwoman Beal fel t it would be useful to have an explanation of the civil
service ordinance and the Charter amendment on collective bargaining. She
, recognized that the issue of shorter work week was a bargainable matter and that
Workmen's Oompensation claims were grievance items.

.

"Council consensus was that Manager has been delegated authority as the Council's
, bargaining agent and would take care of those items considered bargainable. Also
" that more information would be needed before determination could be reached on
whether to appoint a subcommittee. It was understood Manager would bring a
'written report to the Council after consultation with representatives of
Local #851. Councilwoman Beal suggested inviting Local #851 to .sit in on the
discussion when the report is returned.

jMr. Flynn reiterated his request for appointment of a subcommittee as an extension
jOf the Council itself to make the requested recommendations. He felt it a waste
: of time to have further discussion at the staff level, that direct communication
iwith the Council is necessary to determine whether Council policy is being car-
'\!ieg, o~u.tas_.4rrtJmqe.c:l.. .. ,__. .,~. ___.~_

Comm
5/16/73
Affirm

Comm
- Mayor Anderson said /
. 5/16 73
represent the Counc~l at Affirm"
and development of parking~

w. :Council Representation, Parking Facili ty Planning Study
'that Council members Hershner and Campbell consented to
ERA study sessions with consultants during the planning
facilities included in the downtown renewal project.

-,.,.- '-..."..,,-.----.- -J".,,, .-.. ,,'~- '__ '.~ ;.:.:...::t_......)..:;.::..r--.:..__ .~......._.....,-.....~

..-~--,--.-j

X. 'Rezoning Issues, Fasano' Decision - Councilman Murray wondered how the decision
'in the Fasano case would affect Council's position in acting on rezoning issues
'in light of their being considered primarily judicial actions. Councilwoman
'Campbell expressed concern about "discussion of issues with councilmen prior
: to decisions" and said Council members would need to have interpretation of
: that comment. Manager said the City Attorney had reviewed the matter with the
I Planning Commission and no major changes are anticipated in their operation. It was ex~lain~d that 30th, although inside the City limits, is a
County road from 'Un~vers~ty Street to the east. City is scheduling meetings
wi th the County in an attempt to improve the 30th and Agate intersection as a
part of the project; other than that the City is not involved in any way. Press Coverage, Council Meetings - Councilman McDonald eXPressed concern about
a news item with regard to an informal meeting of the Council which was ref::rred
to as "E(f!cret" because the press was not invited. He felt clarification was in i
: order, and suggested that the Mayor appoint a subcommittee to review the Council' sl
: bylaws to ensur~ provision for pr~ss attendance at all future meetings of Council I
members. Counc~lwoma~ Beal expla~ned that COuncil members gathered for the pur- 1
pose of frank d~scuss~on on procedures for better handling of the City's ,business.'
She said that there was no prepared agenda nor was any Ci ty business transacted.'

.~

Mayor Anderson noted that the Council bylaws are established by the Council it-
: self. He called attention to the usual review of Council procedure at the end
: of the year at which time amendments to the bylaws may be made. Councilman
: Hurray noted ~t the Council had not acted deliberately to excl ude the press, I
: and there was no reason that they be excluded since the informal meetings are
: seldom needed. . ,

I'

Comm
5/23/73
File

" ,-'-.' ~-" '-- .,. ......-.-. .. -_...._..~:...
