Council -Subcommittee Requested by LOcal #851, IAFF - Copies of letter received <br />.from Pat Flynn, president of IAFF Local #851, were previously distributed to <br />Council members. HI. Flynn requested appointment of a Council subcommi ttee to <br />evaluate existing policy practices and administrative procedures on (1) civil <br />service or hiring procedures; (2) shorter work week; (3) Workmen's Compensation <br />,claims; (4) review of Section 2.876 of the Eugene Code; and (5) request for stand- <br />ing committee on labor rights. <br /> <br />Hr. Flynn reviewed reasons for requesting a subcommittee to review problem areas <br />and report to the Council. He felt this procedure would give the Council an op- <br />portunl ty to determine whether policy is being carried out as intended and to <br />make changes if it is decided they are needed. <br /> <br />Councilwoman campbell referred to bUdgetary allocation for updating the Charter <br />and asked how the proposal would dovetail with any possible revisions to the <br /> <br />Charter. Hr. Fl ynn replied that the concern is wi th the Charter as it is now <br />,written. However, he felt hearings before a Council subcommittee might help <br />. to determine whether Charter revisions were needed. <br /> <br />.' <br /> <br />'" <br /> <br />Councilwoman Beal wondered whether discussion of a shorter work week wouldn't <br />; more properly be a matter of collective bargaining. Mr. Flynn answered 'that the <br />request was directed toward Ci ty policy on shorter work week, not implementation <br />of it. He felt an indication from the Council as to whether they were in favor <br />of it would provide the Fire Fighters the opportunity to determine how they would, <br />proceed. Mrs. Beal remarked that the Council had delegated responsibili ty for <br />Collective bargaining to the Manager and that discussion of the work week was <br />definitely a bargaining matter. She felt a subcommittee could be useful in the <br />: area of labor relations if there was careful separation of policy items and col- <br />lective bargaining items. . <br /> <br />Councilman Murray expressed concern with regard to civil service or hiring pro- <br />cedures. Manager said the staff's position would be that some of the items sug- <br />i gested for a subcommittee review are negotiable kinds of problems, and staff I <br />i would prefer being directed to meet with representatives of the IAFF to go through, <br />details of their concerns. Then a report could be brought back to the Council <br />, ei ther showing agreement on the next step, or, on those items determined to be <br />,'purely policy matters. or which cannot be settled at administrative level, two <br />: posi t.iOllS on the next step for the Council to resol ve. He said the procedure <br />:~ agreed upon when discussing costs of arbitration - working wi th the union for <br />at least 60 days prior to bringing recommendations to the Council - might be <br />fruitful in considering the questions raised.
