Council Minutes - April 30, May 3, 14, and 29, 1973 - As Circulated Approve <br /> <br />K. Mayors' Conference, San Francisco - Mayor Anderson reported topics of major con- <br />cern'at the Conference were General Revenue Sharing and Community Development <br />funds. He felt that Eugene's approach in use of revenue sharing funds in compari-, <br />! son to other ci ties was very good. Most of the other ci ties have used about 80% i <br />of their funds-for capital improvements. Eugene's allotment for social services <br />is considerably more than most, bearing in mind tha't many other cities already <br />bear considerable responsibility in the area of social concerns. One major con- , <br />: cern is criticism in Congress because of poor. judgment on use of funds by some I <br />'cities - example, tennis courts and bridle paths. There is still a sizeable Con- <br />gressional bloc which will take every opportunity to depreciate the value of Comm <br />I' ,Sharing. Mayor Anderson also reported learning from a conversation with Mayor 6/20/73 <br />,Kenneth Gibson of Newark, New Jersey, that that city's property tax rate is $9.67 File <br />per $100, compared to Eugene's $8.98 per $1000" wi th the major portion of Newark's <br />. reve-;;;;;; going for fire and police protection and education. <br /> <br />L. Weed Mowing Program - Councilman McDonald said he had received many favorable com- Comm <br />~ments on the weed mowing program and commended the Public Works Department fo~ 6/20/73 <br />their work. "", File <br /> <br />M.Recording Devices - Councilman Hershner commented on-th~;xce11ent electronic <br />'facilities for recording meetings used at the recent City/County budget meeting. <br />He wondered if a similar system could be used for Council meetings. .
