Counqilman Williams voiced a concern with the potential impact of the moratorium <br /> on other areas. Will a'moratorium simply encourage development elsewhere, risking <br /> the possibility of a regional. center in another area of the City? <br /> I <br /> As to the time element involved in the completion of such a study, Manager <br /> ; advised' an effort is being made to define the scope of the study and the elements <br /> that' go into it. He noted it would probably not get underway un1;.il after the. <br /> first of the year - after the completion of the South Hills Deris~ty Study - ~nd <br /> that it could take about 18 months to complete. Councilman Hershner mentioneq <br /> , having reservations with requ~sting property owners to"do nothing" while a . <br /> i :. '. _ __.____~_______ __~~____ ~--- <br /> r~tudy is being conducted. Planning Director pointed out that, if many involved <br /> ;additions are made to the proposed ordinance, that will increase the time span. <br /> : Mayor Anderson suggested wording the motion to place the matter on the consent < <br /> < <br /> ,calendar for the November 5 Council meeting, staff to draft Mr. Murray's suggested <br />e amendments for consideration also at that time. Mr. Doerksen, 1209 S. W. 6th Avenue, Portland, stated he <br /> was not even aware of the existence of the resolution lIuntil todayll. He stated their <br /> actions have been in accordance with the 1990 Plan and that they have been fortunate in <br /> interesting a variety of enterprises to locate in the area. The plans ~nclude 'partial <br /> retail development and partial entertainment and sports. In the major portion of their <br /> consideration, no relocation of major businesses in town is contemplated. <br /> Darrell L. Smith, Balzhiser, Longwood, Smith, Paul and Anderson, Architects, 725 <br /> Country Club Road, mentioned being ready to take a proposal to the Planning Commission <br /> in the next two weeks. <br /> Mr. Moulton stated that adoption of the resolution would preclude their being able to <br /> submit their proposal to the Planning Department which, they feel, would be unfortunate. <br />. It was his feeling that there are some apparent conflicts with the 1990 Plan as to what <br /> should be downtown or elsewhere in town. He added too that proposals should be reviewed <br /> with great care but that a decision to simply not accept any proposals should not be made. <br /> Any moratorium at all should be for a very short period of time. He suggested deferrment <br /> of the adoption of the resolution until such time as there is a determination of the time <br /> factor, personnel and funds. <br /> Mr. Jim Hosey, Architect, 2895 Oak, stated opposition to adoption of the resolution. He <br /> felt it was an unfair, unrealistic approach to planning. <br /> Vernon Gleaves, Attorney, 858 Pearl, stated that many of the clauses in the proposed <br /> resolution rail to include items about which council members had been concerned. The <br /> last clause would infer that the 1990 Plan is ihadequate and that council found to the <br /> 'contrary. He felt too the language of paragraph 6 was broad enough to include <br /> re-examination of present commercial zoning in the--J?re:3ent~;odpastU:re isia~d area. <br /> including items council has had occasion to review. He added Paragraph 12 is contrary to <br /> the code at the present time. He feels more time should be given discussion of this <br /> proposed resolution. <br /> Wes Morgan, 2101 Monroe, wished for more time to look over the resolution and hopefully <br /> provide input to the council. <br />e Councilman Wood could see no reason for delay. Mr. Hershner raised the matter of time <br /> element with regard to the study. It was brought out that it would be approximately an <br /> 18-month effort which could possibly be started at the first of the year. <br /> . <br /> Mr. Williams wondered if the moratorium might not prove counter productive.
