<br /> parks areas to beer and wine drinking. Manager explained that there was neither the
<br /> manpower nor public support to enforce the ban on alcoholic beverages in parks. It
<br /> was almost impossible to prevent families from taking beer or wine to drink with their
<br /> picnic lunches. Parks Department was trying to develop a policy which would give neces-
<br /> sary control. That portion of the policy dealing with organizations provides that
<br /> organizations making arrangements for use of park buildings must have their one-day
<br /> license from OLCC.

<br /> ; under the Fasano ruling. Stan Long, assistant city attorney, answered that the
<br /> case itself does not provide guidelines. However, the format in any quasi-
<br /> judicial proceeding suggests that the body hearing testimony has the right to ,
<br /> set reasonable guidelines. In complicated matters, a court might rule that it I
<br /> is necessary to allow more time than the usual half-hour to deal with a question.
<br /> So it would seem the Council could establish the same kinds of guidelines the
<br /> courts use.
<br /> :In answer to Mayor Anderson, Manager said staff would move as quickly as possible

<br /> experience with that method has shown that everyone signing feels it necessary
<br /> to speak, thereby creating duplication of testimony. Councilman Wood was opposed
<br /> to that procedure because he, ,felt it would inhibit many from public involvement.
