<br />c <br /> <br />e <br /> <br />. <br /> <br />e <br /> <br />MEMORANDUM <br /> <br />January 8, 1986 <br /> <br />To: <br />From: <br /> <br />Mayor and City Council <br />Departments of Planning and Public Works <br /> <br />Subject: <br /> <br />Recommendations on TransPlan <br /> <br />At its November 26 and December 10, 1985 meetings, the Eugene Planning <br />Commission voted to forward to you the Eugene-Springfield Metropolitan A't'ea <br />Transportation Plan (TransPlan) with suggested changes. The Springfield and <br />Lane County Planning Commissions and the Lane County Roads Advisory Committee <br />have also recommended to their elected officials adoption of TransPlan with <br />changes. <br /> <br />Thi s memorandum responds to issues and concerns raised by the Eugene Ci ty <br />Council at its December 18 work session on TransPlan. Attached, under separate <br />cover, is a summary of the recommendations of the Eugene, Springfield and Lane <br />County Planning Commissions, and the Lane County Roads Advisory Committee. <br />Where changes are recommended by one of the advi sory bodi es, the ori gi na 1 <br />version (from TransPlan) is included. Specific wording changes suggested by <br />the advi sory bodi es are hi gh 1 i ghted by use of Italic type. Also attached under <br />separate cover is a January 6, 1986 memorandum to you from Dorothy Anderson, <br />President of the Eugene Planning Commission, summarizing the Planning <br />Commissions discussion on the eight percent transit goal. <br /> <br />ISSUES RAISED BY MAYOR AND COUNCIL <br /> <br />1. The eight percent transit goal is unattainable and should be reduced. <br /> <br />The Planning Commission addressed this concern with a number of recommended <br />changes/addi ti ons to the TransPlan draft. The Pl anni ng Commissi on <br />recommended adding a policy to the plan (PC8) which calls for monitoring and <br />reporting on transportation statistics (including transit ridership) on an <br />annual basis between the present time and the next five year update of the <br />transportation plan. The Planning Commission added wording to the transit <br />section introduction which states that the goal is ambitious and that if it is <br />not achieved it would be advisable to reexamine the goal in the update. The <br />commission also added wording to the effect that the proposed alternative <br />modes study may lead to a recommendation to reconsider the alternative modes <br />assumptions. The Planning Commission discussion is summarized in the <br />memorandum from Dorothy Anderson attached under separate cover. <br /> <br />The transit ridership goal is divided into three phases. The goal to be <br />strived for between now and the next major update is set at three percent, <br />which is followed by a five percent goal in ten to 12 years, which is followed <br />by an eight percent goal by the Metro Plan population of 293.700 is reached. <br />
