Respond to Sacred Heart suggestion to add new policies AM8 and Pkl0, <br />as detailed in their December 4 letter. <br /> <br />Staff met with staff from Sacred Heart during the Planning Commission review <br />of TransPlan and jOintly developed proposed language for consideration by the <br />Planning Commission. The Commission subsequently responded to those proposals <br />and incorporated them in its recommendation to you. Sacred Heart's suggestion <br />to allow free or low-cost parking (PklO) is not prohibited by TransPlan. The <br />suggest i on to add an AHa to work with emp 1 oyers and emp 1 oyees in hi gh- <br />employment areas to determine factors which would aid in maximizing use of <br />alternative modes is addressed throughout TransPlan and has been and continues <br />to be a practice of the TakePart Carpool and Ridesharing program in the past <br />years. <br /> <br />6. Delete reference to woonerfs (as contained in policy LU5). <br /> <br />Woonerf areas or zones are included as one of seven implementation strategies <br />included in lU5. The woonerf area in West University has been successful, as <br />has been the experience in many European cities. Staff suggests retaining <br />this implementation strategy as just one of many options to protect <br />residential neighborhoods from the adverse effects of through automobile <br />traffic. <br /> <br />7. Move Valley River Bridge to short-range phase <br /> <br />Staff recommends this project be kept in the long-range category at present. <br />However, we strongly recommend the engineering and environmental studies be <br />done in the short-range phase, in order to determi ne the a 1 i gnment and <br />preserve a corridor for its eventual construction. <br /> <br />SUGGESTED PROJECT ADDITIONS TO TRANSPLAN <br /> <br />The following additions or changes to the street and highway project listing <br />have been ident1 f1 ed 1 n the revi ew process. Staff recommends the Council <br />include these in their motion to tentatively adopt TransPlan. <br /> <br />Roosevelt, from Terry to Greenhill: This would extend Roosevelt <br />Boulevard as a two to four lane roadway to provide an important east-west <br />arterial as this area of west Eugene develops. Cost;s estimated at <br />$1,000,000; suggested phasing is medium; justification is A, ED <br />(improves access, economic development). <br /> <br />18th and Willamette -- major intersection improvements: The draft <br />TransPlan presently lists the conversion of Willamette Street to two-way <br />operation from 11th to 20th avenues. The cost estimate of $500,000 was <br /> <br />3 <br />
