Resolution Authorizing Execution of State Vehicle Dealer Certificates <br />(memo, resolution distributed) <br /> <br />Ci ty Manager Michea1 G1 eason introduced the agenda item. Di ane Moen of thl~ <br />Development Department gave the staff report. She said the Eugene Police <br />Chief was required to certify compliance with local land use and business <br />license regulations for vehicle dealers in the past. Changes in the statute <br />permit the council to designate another authority. The proposed ordinance <br />designates the City Manager and a designee, which will be the Permit and <br />Information Center, as the certifying authority. <br /> <br />Answering a question from Councilor Bascom, Mr. Gleason said the issue is an <br />example of the State delegating responsibility to the cities and a lack of <br />understanding of City organization. It was not reasonable to expect the <br />Police Chief to make a land use certification. The City does not receive <br />funds for the certification. <br /> <br />Res. METROPOLITAN PLAN MID-PERIOD REVIEW (memo, background information <br />distributed) <br /> <br />e <br /> <br />City Manager Mike Gleason introduced the agenda item. Teresa Bishow of the! <br />Planning Department gave the staff report. She said the council's public <br />hearing on the Metropolitan Plan Mid-Period Review was held on December 3, <br />1985. She said the motions prepared for council consideration referred to the <br />background material titled "Metro Plan Text Amendments" (dated 1/2/86) and <br />"Metro Plan Diagram Amendments" (dated 1/2/86). The material consolidated the <br />recommendations of the Metropolitan Policy Committee (MPC) and the three local <br />planning commissions. It also incorporated comments from the public and the <br />Department of Land Conservation and Development. <br /> <br />Ms. Wooten said the council studied the Mid-Period Review numerous times. <br /> <br />Answering a question from Ms. Ehrman, Ms. Bishow said the Springfield City <br />Council took action on the Mid-Period Review on January 6, 1986. The Lane <br />County Board of Commissioners will probably take action on it the last week of <br />January. <br /> <br />e <br /> <br />The councilors considered and voted on each of the issues enumerated in the <br />background material. <br /> <br />Responding to a question from Ms. Bascom, Ms. Brody said an ordinance incor'- <br />porating the changes tentatively approved today will be presented to the coun- <br />cil for adoption later.
