<br />Metro Plan Text Amendments <br /> <br />e <br /> <br />Introduction to the Metro Plan <br /> <br />Mr. Hansen moved, seconded by Ms. Schue, to tentatively approve <br />text changes to the Introduction recommended by MPC and the <br />three planning commissions. Roll call vote; the motion carried <br />unanimously, 8:0. <br /> <br />Chapter II of the Metro Plan <br /> <br />Mr. Hansen moved, seconded by Ms. Schue, to tentatively approve <br />text changes to the Fundamental Pri nci p1 es recommended by thE~ <br />planning commissions in items #1, 2, and 3 on page 2 of the <br />Metro Plan Text Amendments. Roll call vote; the motion carried <br />unanimously, 8:0. <br /> <br />Mr. Hansen moved, seconded by Ms. Schue, to tentatively approve <br />the Eugene Planning Commission recommended change in item #4 on <br />page 3 of the Metro Plan Text Amendments. Roll call vote; the <br />motion carried unanimously, 8:0. <br /> <br />Mr. Hansen moved, seconded by Ms. Schue, to tentatively approve <br />the deletion of the proposed amendment on page 11-14, Vol. 2 <br />described under item 5-b on page 4 of the Text Amendments. <br /> <br />e <br /> <br />Answering a question, Ms. Brody said the last motion meant that no changes <br />would be made in the description of the diagram in the Metro Plan. The staff <br />recommended approval of the motion because the Oregon Department of land Con- <br />servation and Development (DlCD) indicated a change in the description of the <br />diagram might cause problems. <br /> <br />Roll call vote; the motion carried unanimously, 8:0. <br /> <br />Mr. Hansen moved, seconded by Ms. Schue, to tentatively approve <br />the MPC's and Planning Commissions' recommended changes to the <br />Fundamental Principles as amended. <br /> <br />Answering a question, Ms. Bishow, said the motion would approve all the rest <br />of the changes in the Fundamental Principles section recommended by the MPC. <br />The changes strengthened the idea that the Metro Plan is sufficient for a <br />specific population level (not a specific date). <br /> <br />later in the meeting, Ms. Brody said the MPC recommended the addition of a <br />number of policies that apply to and clarify urban transition and annexation <br />issues. The new policies will permit annexation of non-contiguous residential <br />properties and they incorporate the policies in the Eugene Urbanization Report <br />into the Metro Plan.
