Change to Pk2 in the Parking Section Mr. Hansen moved, seconded by Ms. Ehrman, to approve the recommendation of the Planning Commission to change Pk2 (Page 5 of the TransPlan) to: Expand the percentage of parking spaces designed for compact automobiles. Roll call vote; the motion carried unanimously, 8:0. e K. Change to Pk3 in the Parking Section Mr. Hansen moved, seconded by Ms. Ehrman, to approve the recommendation of the Eugene Planning Commission to change Pk3 (Page 5 of the TransPlan to: Investigate the possibility of changing the building and parking codes to promote alternative modes and transit usage by reducing the minimum number of parking spaces. Ms. Wooten opposed the motion. She said the benefits of changing the City codes so that surface parking spaces are used more efficiently has been proven. Mr. Hansen said efforts to reduce parking spaces do not work because people park on someone else's property. He said it has happened in the Sacred Heart area. He supported the Planning Commission recommendation which indicated reductions in the codes should be "investigated." Roll call vote: the motion carried 5:3 with Mr. Holmer, Ms. Bascom, Ms. Schue, Mr. Hansen, and Mr. Miller voting aye and Ms. Wooten, Mr. Rutan, and Ms. Ehrman voting nay. L. Change to Pk6 in the Parking Section Mr. Hansen moved, seconded by Ms. Ehrman, to approve the recommendation of the Planning Commission to change Pk6 (Page 6 of the TransPlan) to: Develop parking programs for congested, high-employment areas which promote transit and alternative modes.
