<br />e <br /> <br />Ms. Ehrman moved, seconded by Mr. Hansen, to approve the <br />additions to Policy Fl in the Funding section recommended by the <br />Springfield and Lane County Planning Commissions and the Lane <br />County Roads Advisory Committee. <br /> <br />Three councilors commented on the proposed change. Ms. Bascom said the City <br />required bicycle fees for five years, and, during that time, the City lost <br />$17,000 a year; Mr. Miller said the policy will not require the implementation <br />of the strategies; and Ms. Wooten said it is not reasonable to educate the <br />community about something that does not work. <br /> <br />Roll call vote; the motion carried 6:2 with Ms. Wooten, Ms. <br />Schue, Mr. Hansen, Mr. Rutan, Ms. Ehrman, and Mr. Miller voting <br />aye and Mr. Holmer and Ms. Bascom voting nay. <br /> <br />Policy Fl (Page 5 of the TransPlan) was changed as follows: <br />Fl Pursue additional local means of financing maintenance. <br /> <br />Implementation strategies include investigation of and education <br />about the need for: <br /> <br />a. fue 1 taxes;. . . <br /> <br />j. payroll tax; and <br />k. bicycle fees/taxes. <br /> <br />e <br /> <br />I. Addition to Pkl <br /> <br />Mr. Hansen moved, seconded by Ms. Ehrman, to approve the <br />recommendations of the Planning Commission and Ms. Ehrman to add <br />the words "when necessary" to the beginning of Policy Pkl in the <br />Parking section. <br /> <br />Ms. Wooten was concerned about the impact of limiting parking where people are <br />accustomed to it. Answering her question, Mr. Reinhard said Terry Street is <br />an example of a new arterial street on which parking might be limited. He <br />said the council reviews street improvements and can retain parking if it <br />wishes. <br /> <br />Ms. Ehrman noted that project #142 involves removing parking on West 13th. <br />Responding to her question, Mr. Reinhard said parking may be removed from <br />11th, 13th, and 18th avenues. <br /> <br />Roll call vote; the motion carried 7:1 with Mr. Holmer, <br />Ms. Wooten, Ms. Schue, Mr. Hansen, Mr. Rutan, Ms. Ehrman, and <br />Mr. Miller voting aye and Ms. Bascom voting nay. <br /> <br />e <br /> <br />MINUTES--Eugene City Council <br /> <br />January 13, 1986 <br /> <br />Page 14 <br />
