Change to AM3 in the Alternative Modes Section <br /> <br />Ms. Ehrman said she had suggested a change in the wording of the Planning <br />Commission recommendation which did not change the intent. <br /> <br />Mr. Hansen said he had suggested a change to Implementation Strategy b. <br />because employees sometimes park on neighboring properties after parking <br />requirements have been reduced. <br /> <br />Mr. Holmer suggested the words "employers and landlords" be substituted for <br />"businesses" in Policy AM3. Ms. Ehrman agreed to Mr. Holmer's suggestion. <br />Answering a question from Ms. Wooten, Mr. Holmer said his change would include <br />residential property owners in the policy. <br /> <br />Ms. Wooten said she would not support the inclusion of residential property <br />owners in the policy. <br /> <br />Ms. Bascom said a reduction in parking requirements would be useful in some <br />cases. <br /> <br />Mr. Hansen moved, seconded by Ms. Ehrman to approve the <br />recommendations of the Planning Commission, Ms. Ehrman, and <br />himself to Policy AM3 which would change it as follows: <br /> <br />AM3 Provide incentives for businesses to subsidize transit <br />fares for their employees, customers, or occupants or provide <br />incentives for the use of alternative modes. <br /> <br />a. reducing the employer payroll tax in proportion to their <br />subsidies of employee transit fares; <br />b. reducing parking requirements for employers that agree to <br />subsidize employee transit fares or provide incentives for <br />the use of alternative modes; and <br />c. encouraging employers to provide free or discounted bus <br />passes as employee benefits. <br /> <br />Mr. Holmer said the intent of his change was to apply the policy to owners of <br />large residential properties, such as the University of Oregon. Such owners <br />create great impacts on the transportation system, he said, and they should be <br />encouraged to provide incentives. <br /> <br />Mr. Holmer moved, seconded by Ms. Ehrman, to substitute the word <br />"employers" for "businesses." <br /> <br />Roll call vote; the motion carried unanimously, 8:0. <br /> <br />Answering a question from Mr. Miller, Mr. Hansen said the other councilors had <br />not indicated agreement with his concern about Implementation Strategy b.
