Change to Policy AM5 in the Alternative Modes Section Mr. Hansen moved, seconded by Ms. Ehrman, to approve the recommendation of the Planning Commission to change Policy AM5 in the Alternative Modes section (page 6 of TransP1an) to: Develop park and ride facilities within the metropolitan area and nearby communities with emphasis on using existing public parking lots and negotiating for the use of private parking lots. Roll call vote; the motion carried unanimously, 8:0. Q. Addition of Policy AMB to the Alternative Modes Section Ms. Ehrman emphasized that a central transit station exists in the downtown. She suggested a change in the recommendation of the Planning Commission. Mr. Hansen moved, seconded by Ms. Ehrman, to approve the following wording suggested by Ms. Ehrman for AM8 in the Alternative Modes Section: Retain a central transit station in Downtown Eugene that is designed to safely and efficiently meet the needs of bus riders. Answering a question from Mr. Miller, Ms. Brody said "retain" does not preclude the investigation of better alternatives. tit Roll call vote; the motion carried unanimously, 8:0. R. Change to Policy IC1 to Intercity Section Ms. Ehrman said Policy IC1 did not seem to fit into the TransP1an. She said the Introduction of the TransP1an states that the plan does not account for trips to the airport, train terminal, or bus terminal. Ms. Ehrman moved, seconded by Ms. Wooten, to delete Policy IC1 from the TransP1an. Roll call vote; the result being a tie, Mayor Obie voted. The motion failed 4:5 with Ms. Ehrman, Ms. Wooten, Mr. Miller, and Ms. Schue voting aye and Mayor Obie, Mr. Holmer, Ms. Bascom, Mr. Hansen, and Mr. Rutan voting nay. Later in the meeting, Ms. Ehrman moved to substitute "accessibility" for "attractiveness" in IC1, but Mayor Obie ruled the motion out of order. e MINUTES--Eugene City Council January 13, 1986 Page 18
