Change to Policy AM5 in the Alternative Modes Section <br /> <br />Mr. Hansen moved, seconded by Ms. Ehrman, to approve the <br />recommendation of the Planning Commission to change Policy AM5 <br />in the Alternative Modes section (page 6 of TransP1an) to: <br /> <br />Develop park and ride facilities within the metropolitan area <br />and nearby communities with emphasis on using existing public <br />parking lots and negotiating for the use of private parking lots. <br /> <br />Roll call vote; the motion carried unanimously, 8:0. <br /> <br />Q. Addition of Policy AMB to the Alternative Modes Section <br /> <br />Ms. Ehrman emphasized that a central transit station exists in the downtown. <br />She suggested a change in the recommendation of the Planning Commission. <br /> <br />Mr. Hansen moved, seconded by Ms. Ehrman, to approve the <br />following wording suggested by Ms. Ehrman for AM8 in the <br />Alternative Modes Section: <br /> <br />Retain a central transit station in Downtown Eugene that is <br />designed to safely and efficiently meet the needs of bus riders. <br /> <br />Answering a question from Mr. Miller, Ms. Brody said "retain" does not <br />preclude the investigation of better alternatives. <br /> <br />tit Roll call vote; the motion carried unanimously, 8:0. <br /> <br />R. Change to Policy IC1 to Intercity Section <br /> <br />Ms. Ehrman said Policy IC1 did not seem to fit into the TransP1an. She said <br />the Introduction of the TransP1an states that the plan does not account for <br />trips to the airport, train terminal, or bus terminal. <br /> <br />Ms. Ehrman moved, seconded by Ms. Wooten, to delete Policy IC1 <br />from the TransP1an. Roll call vote; the result being a tie, <br />Mayor Obie voted. The motion failed 4:5 with Ms. Ehrman, <br />Ms. Wooten, Mr. Miller, and Ms. Schue voting aye and Mayor Obie, <br />Mr. Holmer, Ms. Bascom, Mr. Hansen, and Mr. Rutan voting nay. <br /> <br />Later in the meeting, Ms. Ehrman moved to substitute "accessibility" for <br />"attractiveness" in IC1, but Mayor Obie ruled the motion out of order. <br /> <br />e <br /> <br />MINUTES--Eugene City Council <br /> <br />January 13, 1986 <br /> <br />Page 18 <br />
