e Mr. Hansen moved, seconded by Ms. Ehrman, to approve the recommendations of the Planning Commission and Ms. Ehrman to change the fourth paragraph in the Parking Element (Page 24 o.f the TransPlan) to: Each of these areas is expected to show an increase in employment and work trips. However, if the transit and alternative mode goals are achieved, the number of work trips made by auto will decrease from current levels because of the diversion of trips to other modes. However, as delivery of services changes in some businesses and as redevelopment occurs, the number of trips by auto could increase. Even if the community succeeds in attaining TransPlan's alternative mode goals, there is likely to be a need for new parking facilities in these areas. Refinement studies are appropriate to further define parking needs in areas such as these three. Roll call vote; the motion carried 7:1 with Ms. Wooten voting n~. Appendix B: Suggestions for Additional Studies Ms. Brody said the Planning Commission recommended qualifying the transit goal in several places in the TransPlan. e Mr. Hansen moved, seconded by Mr. Rutan, to approve the recommendation of the Planning Commission to add the following sentence to the end of the discussion of the Transit and Alternative Modes Study (Page 31 of the TransPlan): The study may lead to a recommendation to reconsider the transit and alternative mode assumptions used in TransPlan. Roll call vote; the motion carried 6:2 with Mr. Holmer, Ms. Bascom, Mr. Hansen, Mr. Rutan, Ms. Ehrman, and Mr. Miller voting aye and Ms. Wooten and Ms. Schue voting nay. Ms. Brody said the council did not have to approve the Planning Commission recommendations concerning procedures for amending the plan and explaining technical terminology. Ms. Ehrman moved, seconded by Ms. Wooten, to approve the recommendation of the Lane County Planning Commission to add a statement about a new study to increase the utilization of the Northwest Expressway to Appendix B (Page 31 of the TransPlan): Favoring the motion, Ms. Ehrman said the use of the Northwest Expressway should be encouraged, and Ms. Wooten said the reasons for using or not using the Northwest Expressway should be understood because they might apply to new projects. e MINUTES--Eugene City Council January 13, 1986 Page 20
