Addition to Relationship to Other Plans Section Mr. Hansen moved, seconded by Ms. Ehrman, to approve the following recommendation of the Lane County Roads Advisory Committee and add it to the end of the Relationship to Other Plans section (Page 1 of the TransPlan): Capital and maintenance needs for the entire County road system are funded through the County Road Fund. Priorities for the expenditure of these funds are set on a county-wide basis. Roll call vote; the motion carried unanimously, 8:0. Mr. Hansen moved, seconded by Ms. Ehrman, to tentatively adopt the TransPlan with the modifications made during the evening. Ms. Wooten said she would support the plan with reservations. She was concerned about the population projections because she thought they were erroneous, ambitious. and overstated. She said the update process and the statistical annual review of the TransPlan with citizen initiated amendments is essential. She also wondered how such a plan could be presented to the public when there is a $117 million deficit for the projects. She was worried about it and said the projects may be fantasies. Ms. Ehrman expressed concerns about the population projects, the transit goal, and the funding sources. She did not think the plan would ever be totally implemented, but she said it can be used and changed. Mr. Miller said the TransPlan is a planning document with viable goals.
