Addition to Relationship to Other Plans Section <br /> <br />Mr. Hansen moved, seconded by Ms. Ehrman, to approve the <br />following recommendation of the Lane County Roads Advisory <br />Committee and add it to the end of the Relationship to Other <br />Plans section (Page 1 of the TransPlan): <br /> <br />Capital and maintenance needs for the entire County road system <br />are funded through the County Road Fund. Priorities for the <br />expenditure of these funds are set on a county-wide basis. <br /> <br />Roll call vote; the motion carried unanimously, 8:0. <br /> <br />Mr. Hansen moved, seconded by Ms. Ehrman, to tentatively adopt <br />the TransPlan with the modifications made during the evening. <br /> <br />Ms. Wooten said she would support the plan with reservations. She was <br />concerned about the population projections because she thought they were <br />erroneous, ambitious. and overstated. She said the update process and the <br />statistical annual review of the TransPlan with citizen initiated amendments <br />is essential. She also wondered how such a plan could be presented to the <br />public when there is a $117 million deficit for the projects. She was worried <br />about it and said the projects may be fantasies. <br /> <br />Ms. Ehrman expressed concerns about the population projects, the transit goal, <br />and the funding sources. She did not think the plan would ever be totally <br />implemented, but she said it can be used and changed. <br /> <br />Mr. Miller said the TransPlan is a planning document with viable goals. <br />He said it will be refined in the CIP process when available revenues are <br />considered. <br /> <br />MINUTES--Eugene City Council <br /> <br />January 13, 1986 <br /> <br />Page 21 <br />
