<br />e <br /> <br />Mr. Hansen moved, seconded by Ms. Ehrman, to approve the <br />following Preface to the TransP1an: <br /> <br />The automobile will continue to be the primary form of <br />transportation used in our city for some years. Because of <br />concerns about the cost and availability of fuel. . . <br />opportunities for people to walk, bike, use public transit <br />or carpool. <br /> <br />To accommodate increases in street and highway traffic, <br />emphasis was placed on improving the existing road system <br />than on construction of new routes. <br /> <br />e <br /> <br />Due to unforseen circumstances which include lack of <br />funding, not all projects shown in the Plan will necessarily <br />be built. Likewise, there are a number of other factors <br />which affect the transportation planning and implementation <br />process. For instance, some funding sources in the Plan are <br />beyond immediate local control, such as State and Federal <br />funding. Local input into State and Federal funding <br />programs is advisory, and, therefore, the availability of <br />funds for particular projects may not necessarily coincide <br />with this plan. This Plan establishes the framework for the <br />transportation planning process; project studies, review <br />processes; sources of funding and capital improvement <br />programs all may impact the ultimate design and timing of <br />projects which are constructed. <br /> <br />Roll call vote; the motion carried unanimously, 8:0. <br /> <br />3. <br /> <br />Projects 121,131, and 132 <br /> <br />Mr. McKinley said Mr. Rutan suggested projects #121 (18th Avenue, City View to <br />Arthur), #131 (Willow Creek, 11th to 18th), and #132 (Terry Street, 11th to <br />6th/7th Arterial) be moved out of the short-range phase. <br /> <br />Mr. Rutan said he agreed with the staff recommendation to leave projects #131 <br />and #132 in the short-range phase and construct them when needed. Answering a <br />question about project #121, Mr. Reinhard said it would widen 18th Avenue to <br />five lanes from Chambers to City View. The intersections at City View and <br />Arthur streets should be widened and it is not possible to widen just the <br />intersections. Consequently, the project is a street widening. Mr. Rutan <br />said the project description should be: 18th Avenue, City View to Chambers. <br />He also said the description in the TransPlan of the length and cost of the <br />project are not accurate. After hearing Mr. Reinhard's comments, Mr. Rutan <br />agreed that the projects could remain in the short-range list. <br /> <br />Answering questions from Ms. Wooten, Mr. Reinhard said project #131 will not <br />be approved in the Capital Improvement Program (CIP) until it is needed. lhe <br />majority of the construction cost will be assessed to abutting property <br /> <br />e <br /> <br />MINUTES--Eugene City Council <br /> <br />January 13, 1986 <br /> <br />Page 5 <br />
