Responding <br />to a question from Ms. Bascom, Ms. Wooten said the project should not be a <br />short-range project if it probably will not be needed in the next five years. <br /> <br />Ms. Ehrman said project #131 is scheduled in the CIP for FY 87/88. Answering <br />a question, Mr. Reinhard said projects in the TransPlan are directed toward <br />the CIP, but the council reviews the position of projects in the CIP each <br />year. In addition, projects can be moved during the annual review of the <br />TransPlan. <br /> <br />Ms. Bascom said the position of projects in the CIP changes, particularly when <br />they will be assessed to abutting property owners. <br /> <br />Ms. Wooten moved, seconded by Ms. Ehrman, to retain Projects <br />#121 and #132 in the short-range list, to change the description <br />of Project #121 as suggested by Mr. Rutan, and to move Project <br />#131 to the medium-range list. <br /> <br />e <br /> <br />Answering a question from Mr. Hansen, Mr. Reinhard said the abutting property <br />owners may, or may not, initiate project #131. Development along other <br />streets in Willow Creek area might generate need for the project. Mr. Hansen <br />said he will oppose the motion because access to the Willow Creek area will be <br />needed if development in that area is to have a high priority. <br /> <br />Responding to questions from Mr. Holmer and Ms. Schue, Mr. Reinhard said both <br />the Beltline Extension to 18th Avenue and project #131 are in the short-range <br />list because the staff thought access to that area will be needed within five <br />years. Project #131 will be easier to finance and design than the Beltline <br />Extension, although the Beltline Extension will eventually be the major access <br />to Willow Creek. <br /> <br />Mr. Miller was concerned because there are not enough funds for all the <br />short-range projects. Mr. Reinhard responded that only about 10 percent of <br />the total cost of project #131 will be financed with City funds. <br /> <br />Ms. Wooten urged approval of the motion. She was concerned about the City's <br />$117 million deficit for CIP projects. She said the short-range projects <br />should definitely be needed in the short-range. <br /> <br />Opposing the motion, Mayor Obie said the community has a big investment in <br />Willow Creek and improved access to the area is needed. He discussed a <br />company named Molecular Probes which is locating in Willow Creek now. <br /> <br />The motion failed 3:5. Ms. Wooten, Ms. Ehrman, and Ms. Schue <br />voted aye.
