He said the Sign Code should protect neighborhood <br />streets and permit businesses to communicate appropriately. He said the Van <br />Duyn Company located in Eugene because it could be close to 1-5. He would <br />like the community to take advantage of 1-5. He would like the Sign Code to <br />permit businesses to get people off 1-5 with signs that represent the <br />community appropriately. <br /> <br />Ms. Bascom said she favors sandwich boards. <br /> <br />Mayor Obie continued consideration of the sign code update to April 9, 1986. <br /> <br />C. Annexation/Rezoning Request for Property Located on the North Side <br />of Long Oak Drive, East of Ross Lane, from County RA Suburban <br />Residential District to City RA Suburban Residential District <br />(Lindsay/Widener) (AZ 85-5) (memo, map, background information <br />distributed) <br /> <br />e <br /> <br />City Manager Micheal Gleason introduced consideration of the annexation/ <br />rezoning request. Jim Croteau of the Planning Department gave the staff <br />report. He said approval of the triple majority proposal was recommended <br />unanimously by the Planning Commission. He reviewed the location of the <br />property. He said the proposal involves six acres and three consenting <br />property owners, but the owner of Tax Lots 5600 and 5601 has not consented to <br />the annexation. He said the annexation of Tax Lots 5600 and 5601 would be <br />appropriate because sewers will be installed in front of Tax Lots 5600 and <br />5601 and the resulting boundary will make fire and police protection easier <br />because the entire south side of Long Oak Drive is in the city. <br /> <br />Mayor Obie opened the public hearing. <br /> <br />John Neely Jr., 1600 Horn Lane, asked if commercial activity is permitted in <br />the RA zoning district, if the City can provide a full range of urban services <br />efficiently to the properties, and if Bancroft loans take first mortgage <br />position on properties with a prior-dated first mortgage. <br /> <br />There being no more requests to testify, Mayor Obie closed the public hearing. <br /> <br />Mr. Croteau said a home occupation exists on one of the lots in the proposal <br />and Lane County has begun enforcement action. The provisions in the Eugene <br />Code for home occupations are more liberal than those in the County's code and <br />that is why the annexation was requested. He said the City can provide a full <br />range of urban services to the properties. He said a Bancroft loan is a lien <br />on the property equal to a lien for property taxes. <br /> <br />Mr. Holmer said he visited the property and doubted whether the property is <br />urbanizab1e because Long Oak Road is not complete, but he is glad annexation <br />was requested because it will make a better boundary.
